About The Position

The Payroll Specialist is responsible for processing biweekly payroll and maintaining accurate employee payroll records. This role ensures compliance with federal and Iowa payroll tax requirements, including withholding, reporting, and unemployment filings, as well as IPERS reporting. The specialist verifies accurate retirement and benefit deductions, including IPERS, retirement, insurance, garnishments, and other required deductions against HR documentation. They also verify accurate healthcare-specific pay elements such as shift differentials, on-call pay, callback pay, incentives, and cross-department labor allocations. The role supports payroll cost allocation and reporting for Medicare cost reports, grant reporting, audits, and cost-based reimbursement. Responsibilities include preparing payroll journal entries, reconciling payroll-related accounts, and assisting with month-end, year-end, and audit requests. The specialist monitors timekeeping records, validates approvals, maintains audit trails, and supports strong internal controls. They track payroll-related grant funding requirements, including time and effort reporting and Single Audit support. The role involves responding to employee payroll questions with strict confidentiality and providing AR Deduction lists to the Business Office. Additionally, the Payroll Specialist ensures the UKG system is accurate and collaborates with UKG and HR for proper setup and reporting. A significant portion of the role (80%) involves cross-departmental functions, primarily working closely with Human Resources to ensure system compliance and accuracy, including new employee setup. The remaining 10% focuses on basic Clarke County Hospital (CCH) Performance Criteria, demonstrating CCH Standards of Behaviors, adhering to hospital policies and procedures, maintaining attendance, keeping licenses/certifications current, practicing knowledge of HIPAA, DIA, DNV, OSHA, and other regulatory agencies, completing annual education, and understanding compliance requirements for federally funded healthcare programs.

Requirements

  • Completes all annual education and competency requirements within the calendar year.
  • Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.
