About The Position

The Payroll Specialist is responsible for the accurate, timely and compliant processing of the University’s bi-weekly payroll. The position manages day-to-day payroll operations while operating within established controls and supervisory review. This position serves as a critical link between HR, the Business Office, supervisors and employees by ensuring accuracy, regulatory compliance, reliable reporting and responsive service.

Requirements

  • Bachelor’s degree in Accounting or Finance; or an equivalent combination of education and experience.
  • Minimum of four years of payroll processing experience preferred
  • In depth knowledge of wage and hour laws (knowledge of California rules are highly beneficial)
  • Strong knowledge of current methods, practices, and terminology used in payroll, financial, and statistical and record-keeping; bookkeeping practices; business mathematics
  • Hands on knowledge of payroll and accounting software (Paylocity, Sage Intacct preferred)
  • Proficiency in Microsoft Office, specifically Excel, and Google applications preferred
  • Ability to work independently and have a strong understanding of the theoretical and practical components of the position apart from just being familiar with performing assigned tasks
  • Strong attention to detail, excellent organizational skills, ability to meet tight deadlines and adjust to shifting priorities
  • Strong team play and ability to work collaboratively with colleagues across functions, communicate clearly and contribute to shared goals while maintaining individual accountability
  • Excellent verbal and written communication skills, interpersonal skills, and customer service oriented

Responsibilities

  • Manage all aspects related to the bi-weekly payroll, ensuring accurate and timely processing in accordance with University policy and applicable federal, state and local regulations.
  • Maintain payroll records and data within the payroll system (currently Paylocity), including processing payroll related changes, updates, etc.
  • Prepare payroll calculations, registers and supporting documentation for review and approval by the supervisor prior to payroll finalization
  • Process payments to employees including creating paper checks/direct deposit vouchers and creating multiple reports to ensure the accuracy of payroll processing
  • Calculates IRS, Franchise Tax Board, and other garnishments in accordance with regulations
  • Ensures accuracy of W2s, including distribution
  • Audits and maintains records of federal and state income taxes and FICA taxes (especially as it relates to minister employees and student employees) and reconciles with IRS 941 forms
  • Research and implement individual state’s requirements
  • Completes all requirements of each state and coordinates required documentation to the payroll service provider in a timely manner
  • Ensures ongoing follow up and documentation are provided for correct tax reporting
  • Maintains and audits leave accrual balances, and verifies retirement contributions, LT/ST disability, payroll donation and health insurance deductions.
  • Ensures accurate maintenance, reconciliation and retention of payroll records in accordance with legal and institutional requirements.
  • Serve as the primary liaison with the University's payroll service provider including managing system access, supporting employees and supervisors, and coordinates systems
  • Responds to employee inquiries regarding payroll, deductions, tax set up and related matters.
  • Maintains employee confidence and protects payroll operations by safeguarding confidential and sensitive information
  • Process and respond to employment verification requests in a timely and confidential manner, ensuring strict compliance with university policies, state regulations, and federal privacy laws (such as FERPA).
  • Prepare and report projected payroll cash requirements to the Controller and CFO, supporting cash-flow planning and financial oversight.
  • Prepares journal entries for upload into the University's accounting system.
  • Prepares complex reports as needed for auditors, including worker's compensation and financial aid audits.
  • Consults and collaborates with Human Resources, Senior Accountant and Accounting Manager regarding major policy decisions, unusual problems and payroll changes.
  • Works closely with Human Resources regarding any changes in personnel.
  • Works closely with Academic Support staff to ensure the accurate payment of faculty pay.
