About The Position

The Department of Transportation and Public Facilities (DOT&PF) is seeking a Payroll Supervisor to lead and support payroll staff responsible for one of the State’s largest and most complex payroll operations. This role involves fostering a positive team culture, mentoring and developing staff, promoting collaboration, and building a workplace culture focused on engagement, accountability, and retention. The supervisor will oversee payroll operations to ensure compliance with rules and regulations, resolve complex payroll and personnel issues, and serve as a trusted resource. Additionally, they will monitor workloads, identify process improvement opportunities, and ensure payroll services are delivered accurately, timely, and with a strong customer-service focus. This is an opportunity for a payroll professional to solve complex payroll, leave, and compensation challenges within a specialized, non-integrated payroll system.

Requirements

  • Competency in Analytical Thinking/Problem Solving: Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.

  • Competency in Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
  • Competency in Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Assignments include the authority and responsibility to recommend or independently take action to employ, discipline or discharge, or adjudicate grievances of direct reports.
  • Competency in Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Any combination of preparatory post-secondary education and/or progressively responsible experience in payroll services, human resource management, business administration, supporting management in running an organization/enterprise or supporting professionals working in human resources (such as recruitment, payroll, classification and compensation, employee and labor-management relations, employer provided benefit programs, employment law compliance, or employee training).
