About The Position

Acentra Health is looking for a Payroll Manager to join our growing team. The Payroll Manager leads payroll operations for a 3,000-employee, multi-state government contracting organization with exempt, non-exempt, and Service Contract Act (SCA)-covered employees. This role ensures payroll accuracy, regulatory compliance, and strong internal controls within a FAR-regulated environment. The position supports payroll and timekeeping processes designed to meet government contracting compliance standards, including CMS audit expectations and SCA requirements. Responsibilities include maintaining accurate documentation, supporting labor charging integrity, enforcing timekeeping controls, and ensuring payroll costs are allocable, allowable, and properly recorded within UKG and Deltek Costpoint.

Requirements

  • 8+ years of progressive payroll experience
  • 5+ years in a leadership capacity
  • Strong hands-on expertise with UKG payroll and timekeeping systems
  • Direct experience with Deltek Costpoint labor distribution and government contract accounting environments
  • Demonstrated experience managing SCA compliance and wage determinations
  • Multi-state payroll experience

Nice To Haves

  • Certified Payroll Professional (CPP) certification
  • Experience supporting government audits or compliance reviews

Responsibilities

  • Oversee payroll processing for salaried, hourly, and SCA-covered employees across multiple states
  • Ensure proper application of SCA wage determinations, including health and welfare fringe calculations and PTO or fringe tracking compliance
  • Coordinate with external partners supporting SCA wage determinations, as applicable
  • Validate accurate labor charging in alignment with contract funding structures and project setup
  • Enforce FAR-compliant timekeeping policies, including daily time entry requirements, supervisory approvals, and controlled corrections with audit trails
  • Maintain appropriate segregation of duties across timekeeping administration, payroll processing, and general ledger posting
  • Oversee integration and validation controls between UKG and Deltek Costpoint
  • Approve payroll runs, off-cycle processing, and contract funding files
  • Ensure accurate treatment of overtime, including SCA overtime requirements, fringe allocations, and retroactive pay adjustments
  • Lead payroll-related audit responses for CMS audits, SCA compliance reviews, and external financial audits
  • Oversee year-end processing, including W-2 preparation and quarterly payroll tax reporting
  • Ensure timely and accurate transmission of payroll entries to General Ledger accounting
  • Oversee payroll account reconciliations and partner with GL accounting to resolve discrepancies in a timely manner
  • Partner with Human Resources to ensure accuracy and timeliness of underlying payroll data and employee record changes
  • Read, understand, and adhere to all corporate policies including policies related to HIPAA and its Privacy and Security Rules.
