About The Position

The Payroll & Leave Administrator, under general supervision primarily performs payroll and leave administration for the University. This role acts as the primary liaison between Texas A&M University-Texarkana and Texas A&M University (TAMU) for the shared services agreement to perform certain payroll and tax compliance operations. The administrator is responsible for ensuring prompt and accurate biweekly/monthly payroll, implementing corrections, and reconciling payroll accounts. Key responsibilities include managing various reports, compensation changes, foreign national tax compliance, student FICA exemptions, and administering leave policies such as FMLA and ADA. The role also involves maintaining payroll and leave webpages, communicating policies to employees, and performing employment verifications. This position may supervise employees.

Requirements

  • Bachelor’s degree in applicable field or equivalent combination of education and experience
  • Two years of related experience

Nice To Haves

Responsibilities

  • Acts as the primary liaison between Texas A&M University-Texarkana and Texas A&M University (TAMU) for the shared services agreement to perform certain payroll and tax compliance operations.
  • Prompts HR Contacts to review and approve bi-weekly and monthly departmental payroll reports and ensures biweekly paid staff and managers meet time entry/approval deadlines.
  • Runs and analyzes payroll and related leave reports to ensure prompt and accurate biweekly/monthly payroll and implements appropriate payroll corrections.
  • Enters Payroll Cost Transfers (PCTs) as appropriate and works closely with the accounting department to reconcile payroll accounts and assists departments in reconciling payroll discrepancies.
  • Responsible for all payroll/leave related reporting, including, but not limited to Teacher Retirement System (TRS) monthly reporting and annual required emergency leave reports.
  • Comply with tax compliance processes regarding the hiring of foreign nationals.
  • Initiates and administers compensation changes, including EIBs and payroll deduction processes.
  • Ensures Border City Exemption provisions, if applicable, are set up accurately and may troubleshoot issues with TAMU tax compliance in accordance with the shared services agreement.
  • Coordinates student FICA exemption process and administers corrections as appropriate.
  • Aids and trains HR Contacts and managers regarding time entries and approvals, payroll schedules, reports, and inputs.
  • Administers Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Sick Leave Pool/Donation, Family Leave Pool, Leaves of Absence, etc.
  • Responsible for processing, printing, and distributing manual/paper checks as required and promoting direct deposit through individual training sessions and written communications.
  • Maintains payroll forms and leave webpages, including updating pay schedules and related forms.
  • Provides guidance and effectively communicates payroll and leave programs, practices, and policies to employees.
  • Performs and/or oversees employment verifications and related processes.
  • Other duties may be assigned.
