About The Position

The Payroll Service Bureau (PSB) at the Department of Accounts (DOA) is seeking a qualified individual for a Payroll and Benefits Analyst position. DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Requirements

Responsibilities

  • Independently performs the processing, analysis and reconciliation responsibilities associated with the administration of the payroll and benefits accounting functions for a high volume of employees in assigned agencies.
  • Processes complex payroll, benefits, and leave transactions for multiple salaried and wage payroll certifications each scheduled pay period.
  • Reviews reports to ensure accurate exceptional item processing and makes necessary updates.
  • Handles court-ordered withholdings, direct deposits, tax withholding, voluntary deductions.
  • Prepares payments for distribution to assigned agencies and third parties.
  • Pursues collection of overpayments.
  • Audits and processes leave payouts.
  • Analyzes and resolves exceptions.
  • Performs monthly reconciliations.
  • Produces reports for agency monitor responsibilities.
  • Assists with annual leave liability analysis.
  • Files associated documents.
  • Provides excellent customer service.
