About The Position

Payroll Administrator I is responsible for preparing, reviewing, auditing, and submitting certified payroll reports for subhaulers and owner-operators in compliance with applicable federal, state, and local prevailing wage laws. This role supports regulatory compliance by ensuring the accuracy of payroll data, identifying discrepancies, and providing guidance to contractors throughout the reporting process. The position requires follow-through, strong attention to detail, proficiency with systems, and bilingual communication skills (English/Spanish).

Requirements

  • Understanding of union/non-union and prevailing wage payroll
  • Demonstrates flexibility to effectively deal with changing priorities and timelines through analytical problem-solving
  • Proven time management and follow-through skills with the ability to work on multiple tasks with tight deadlines
  • Current knowledge of applicable federal and state wage and hour laws and taxation
  • Ability to work both independently and in a collaborative team-oriented environment
  • Ability to handle multiple tasks, set priorities, and meet deadlines in a high-volume, fast-paced environment
  • Display superior written and oral communication skills and effective listening skills
  • Maintain a tactful, mature, and professional demeanor with well-developed interpersonal skills, including the ability to work with diverse personnel
  • Previous high-volume certified payroll reporting experience in construction, transportation or infrastructure industries
  • A minimum of 3 years of experience in certified payroll, labor compliance, or related field
  • Advanced proficiency with Microsoft software such as Word and Excel
  • Experience required in training and supporting external partners in compliance processes
  • Bilingual communication skills (English/Spanish)

Responsibilities

  • Prepare, review, and submit certified payroll reports in compliance with applicable regulations, including prevailing wage requirements
  • Administer certified payroll reporting for subhaulers and independent owner-operators
  • Audit payroll records to verify accuracy, proper worker classification, fringe benefits, and hours worked
  • Identify, investigate, and resolve payroll discrepancies promptly
  • Utilize and maintain reporting systems, including but not limited to: LCP Tracker, DIR, PRISM Reporting, OCIP (Owner Controlled Insurance Program) reporting platforms, Elation Systems and EMARS
  • Communicate with subcontractors, subhaulers, and owner-operators to ensure understanding of reporting requirements and compliance obligations
  • Provide guidance and support during onboarding and ongoing certified payroll processes
  • Maintain accurate, organized payroll and compliance records for audit readiness
  • Monitor adherence to applicable labor compliance regulations, including prevailing wage laws (e.g., Davis-Bacon and related acts, where applicable)
  • Coordinate with both internal and external customers to ensure compliance with jobs, including but not limited to customers, general contractors, subcontractors and government agencies.
  • Handles employees' inquiries regarding payroll checks or deductions on their paychecks
  • Other duties as assigned
