About The Position

Hill International is seeking a Pavement Manager in Houston, Texas. The role advises on rehabilitation strategies for hot mix asphalt and concrete pavement, coordinates with the owner on strategy selection, and applies knowledge of rehabilitation costs, schedules, and construction practices used in the Houston area. The manager identifies and delineates pavement rehabilitation areas in the field, including base repair, stitching, and reinforced grid, and justifies recommendations. The position supervises on-site quality control personnel and inspection staff, providing personnel and technical direction, scheduling, and guidance on consistent inspection requirements. It ensures project records are maintained and that field staff understand contract revisions and design discrepancies. The manager also monitors contractor operations and schedule performance, addresses concerns from residents, businesses, and authorities, leads progress and pre-installation meetings, and coordinates with the owner and project teams to support quality and project delivery.

Requirements

Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
10+ years of relevant experience in construction management.
Willingness to work full-time on-site.
Experience with hot mix asphalt pavement and concrete pavement construction.
Licensed to practice engineering in Texas, or ability to obtain licensure within 6 months.

Responsibilities

Advise on rehabilitation strategies for hot mix asphalt and concrete pavement, including coordinating with the owner on the preferred strategy and applying knowledge of local costs, schedules, and construction practices.
Identify pavement areas requiring rehabilitation in the field, including base repair, stitching, and reinforced grid, and justify recommendations.
Supervise and direct on-site quality control personnel, including personnel administration and technical direction.
Provide direction and scheduling for inspection staff and guidance to ensure consistent inspection techniques and requirements.
Ensure project field staff produce and maintain required project records.
Ensure field staff understand contract revisions and design discrepancies and follow through on them.
Review contractor operations, crew sizes, and production rates for compliance with the project schedule.
Identify activities that are or may become critical to the schedule.
Monitor and resolve complaints or issues from residents, businesses, and governing authorities.
Hold weekly progress meetings and issue minutes.
Hold pre-installation meetings and issue minutes.
Interact with the owner as needed to ensure project satisfaction.
Prepare necessary outgoing correspondence and documents and ensure compliance and correctness.
Participate in review board meetings to resolve nonconformance areas and follow up to ensure corrections are implemented.
Perform internal audits to ensure quality control requirements are implemented and maintained.
Inspect work in various disciplines as required.
Coordinate the quality control materials management program with job site departments and contractors.
