About The Position

Hill International is seeking a Pavement Engineer in Houston, Texas. The role advises on rehabilitation strategies for hot mix asphalt and concrete pavement, coordinates strategy selection with the owner, and applies knowledge of rehabilitation costs, schedules, and construction practices used in the Houston area. The engineer identifies and justifies field rehabilitation needs, including base repair, stitching, and reinforced grid. The position supervises and directs on-site quality control personnel and inspection staff, supports staff administration and technical direction, and ensures project records, contract revisions, and design discrepancies are handled appropriately. The role reviews contractor operations and progress against schedule, addresses complaints and issues from residents, businesses, and authorities, conducts project meetings, communicates with the owner, and manages correspondence, nonconformance follow-up, internal audits, inspections, and coordination of quality-control materials management.

Requirements

Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
10+ years of relevant experience in construction management.
Must be willing to work full-time on-site.
Experience with hot mix asphalt pavement and concrete pavement construction.
Licensed for engineering in the State of Texas, or able to obtain licensure within 6 months.

Responsibilities

Advise on hot mix asphalt and concrete pavement rehabilitation strategies, coordinate the preferred strategy with the owner, and apply knowledge of rehabilitation costs, schedules, and construction practices in the Houston area.
Identify and delineate pavement rehabilitation areas in the field, including base repair, stitching, and reinforced grid, and justify recommendations.
Supervise and direct on-site personnel involved in quality control, including personnel administration, technical direction, and resolution of problems or questions.
Direct and schedule inspection staff and guide inspectors in applying proper and consistent inspection techniques and requirements.
Ensure project field staff produce and maintain required project records.
Ensure field staff are informed of and understand contract revisions and design discrepancies and follow through accordingly.
Review contractor work operations, crew size, and production rates for compliance with the project schedule, and identify activities that are or may become critical to the schedule.
Monitor and resolve complaints or issues from residents, businesses, and governing authorities.
Hold weekly progress meetings and issue minutes.
Hold pre-installation meetings and issue minutes.
Interact with the owner as necessary to ensure project satisfaction.
Prepare necessary outgoing correspondence and documents and ensure their compliance and correctness.
Participate in review board meetings to resolve nonconformance areas and follow up to ensure corrections are implemented.
Perform internal audits to ensure quality control requirements are implemented and maintained.
Inspect work in various disciplines as required.
Coordinate the quality control materials management program with job site departments and contractors.
