About The Position

Engages in proactive enforcement strategies to build collaborative relationships with citizens and businesses to promote public safety, reduce crime, and enhance community quality of life. Performs duties of sworn police officers, including but not limited to, patrolling community and responding to emergency and non-emergency calls, issuing citations, apprehending suspects, investigating accidents and crime scenes and taking victim and witness testimony, filing of reports, and attending required training sessions as assigned by the Department for police officers. Plans, directs, supervises, and reviews the work of sworn and non-sworn staff to disseminate the delivery of law enforcement and emergency services to the community. Assure operational efficiency of assigned shifts. Ensures work quality of staff and adherence to established Department policies and procedures. Assumes responsibility for assigned special programs, projects or Department-wide goals, functions or activities. Assists with training sworn and non-sworn Department staff and coordination of other Department training opportunities. Replies to public inquiries in a timely manner and maintains active relationships with citizens and victims of crimes throughout the investigation process. Shares all information obtained through either the normal course of duty or investigation to keep superiors, colleagues and investigators aware of situations and other issues pertinent to active cases and the achievement of Department objectives. Seeks out new opportunities and technologies to improve collaborative relationships and services provided by self and/or Department.

Requirements

  • Three years of full-time responsibility and progressive experience as patrol officer.
  • Associate’s degree in criminal justice, police science, law enforcement, correctional studies, legal studies, psychology or related field
  • Licensed or eligible for a Minnesota P.O.S.T. license at the time of employment.
  • Knowledge of Human Resources practices regarding the facilitation of personnel matters, information and records.
  • Knowledge of applicable municipal laws, city policies and ordinances, and federal and state laws regarding local government operations.
  • Knowledge of current and approved principles, practices and techniques of local law enforcement, including general knowledge of departmental services, functions and operations.
  • Knowledge and proficiency in the use of firearms, impact weapons and unarmed combat.
  • Skill at building a team environment, motivating assigned personnel, and dealing with personnel matters promptly and effectively.
  • Skill to effectively implement the rules related to evidence, arrests, searches and seizures of persons and property.
  • Skill to communicate with a variety of individuals and handle a variety of customer service situations.
  • Skill to safely operate a motor vehicle and drive under a wide variety of circumstances and weather conditions at low and high speeds.
  • Ability to supervise, organize, train and evaluate the work of assigned sworn and non-sworn personnel.
  • Ability to administer first aid and apply first aid promptly in emergency situations.
  • Ability to operate a variety of law enforcement equipment including but not limited to: radar/lidar; radios; portable computer systems; emergency medical equipment; measuring and collecting devices, including audio and visual devices, and other emerging technology devices adaptable to law enforcement uses.
  • Ability to maintain confidentiality of all relevant information.
  • Ability to present organized and clear proposals and recommendations effectively at public meetings and in group settings.
  • Ability to use various office equipment and software, including accounting programs.

Nice To Haves

  • Bachelor’s degree in criminal justice, Public Administration, Business Administration, Public Policy or related field.
  • Two years of responsible municipal experience.
  • Previous experience as a Sergeant or supervisor-level position within a police department.
  • Bilingual.

Responsibilities

  • Plans, prioritizes, assigns, supervises and reviews the work of sworn and non-sworn personnel on assigned shifts; prepares and maintains shift schedules, as assigned; and participates in enforcement activities.
  • Monitors work activities to ensure compliance with established policies and procedures; participate in the development or revision of policies and procedures; and make recommendations to improve services.
  • Prepares and administers briefings and schedules personnel duties for assigned shifts.
  • Ensures written incident reports are complete and accurate, and use required Department forms; ensures reports are maintained, filed and processed according to Department policies and procedures.
  • Require corrections to reports as necessary.
  • Submits daily activity reports to the Chief of Police and other Sergeants.
  • Interprets, conveys and ensures implementation of agency policies, procedures and methods; reviews personnel duties to ensure clear guidelines of authority and responsibility.
  • Assists with the training and orientation of new sworn and non-sworn personnel; provides training, guidance and counseling of assigned personnel; completes employee performance evaluations; and promotes career development of assigned personnel.
  • Identifies Department needs and makes recommendations for annual budgeting purposes.
  • Participates in the creation and implementation of Department and personnel goals and objectives.
  • Coordinates and supervises special programs or projects assigned, including, but not limited to, reserve officers, field training officer (FTO), Neighborhood Watch, and community policing events and activities.
  • Oversee the preparation of reports for various cases, including cases going to trial; prepare supplemental reports as required; appear in court to present evidence and give testimony.
  • Assists assigned personnel with follow-up investigations, including gathering of evidence, questioning of witnesses, and apprehension of suspects.
  • Review payroll for assigned personnel and submits for final approval.
  • Acts as liaison with and establishes effective working relationships with outside law enforcement agencies and other entities and individuals contacted in the normal course of work.
  • Ensure proper use and maintenance of Department vehicles and equipment used by personnel and report on the need for repairs and/or replacement; ensure property safety procedures are followed.
  • Advises the Chief of Police on personnel performance issues, or other internal concerns.
  • Develops rapport with members of the community as well as surrounding areas, and establishes partnerships with community organizations, residents and business owners to develop and implement crime prevention strategies.
  • Identifies potential security-related situations and utilizes problem solving abilities independently and through partnerships with external agencies, community groups and individual citizens and business owners.
  • Coordinates and disseminates public safety, crime prevention, and community policing information to the community, and participates in community relations activities as assigned or understood.
  • Engage with citizens and businesses within assigned neighborhood district(s) through routine patrols and in-person visits.
  • Educates citizens and business owners on techniques to reduce the potential for theft, vandalism and other crime on their properties through property maintenance and other environmental design principles.
  • Participates in Neighborhood Watch meetings and activities, as assigned, and identifies other opportunities to engage the community.
  • Identifies technologies and other innovations to assist with building relationships and delivery of community policy services and meeting Department objectives.
  • Enforces Federal, State and City laws and ordinances.
  • Patrols the community and an assigned neighborhood district on foot, bicycle, motorcycle or patrol vehicle, and inspects buildings to prevent and protect against criminal activities.
  • Provides assistance to the public in emergency and non-emergency situations, including but not limited to: administering first aid and requests appropriate medical response; performing crisis intervention in sensitive situations and domestic disputes; educating the public on laws and ordinances; assisting citizens with complains and inquiries and directs them to the appropriate authority; and responding to complaints related to loitering, noise, animals, etc.
  • Conducts accident investigations, including but not limited to, taking safeguards to prevent further accidents; taking written statements from those involved and witnesses; observing vehicles, roadways and other environmental conditions; taking necessary photographs and measurements; and clears the scene of obstructions.
  • Issues citations, makes arrests, issues citations, interrogates suspects, interviews witnesses, and transports persons to detention centers and correctional facilities.
  • Investigates crimes, including but not limited to, interviewing suspects, witnesses and victims; gathering and preserving physical evidence and crime scenes; assisting victims and their families; and preparing reports required by the Department.
  • Submits information to Department Investigator for follow up.
  • Act as a custodian of personal property and evidence being held for court presentation; maintains records of property, evidence and automobiles held or impounded.
  • Completes incident and other reports, utilizing current computer technology and written forms as necessary.
  • Testifies in court on cases assigned or directly involved.
  • Attends training and professional meetings of outside organizations of which the city is a member or participant.
  • Performs special assignments related to traffic enforcement, investigations, crime prevention, and Department education and training.
  • Performs other duties as apparent or assigned.
  • Directly supervises assigned patrol officers, community service officers and reserve officers.
  • Carries out supervisory responsibilities in accordance with City policies, procedures and applicable laws.
  • Performs duties as the “Officer-in-Charge” when apparent or assigned.
