About The Position

Engages in proactive enforcement strategies to build collaborative relationships with citizens and businesses to promote public safety, reduce crime, and enhance community quality of life. Performs duties of sworn police officers, including patrolling, responding to calls, issuing citations, apprehending suspects, investigating incidents, and filing reports. Plans, directs, supervises, and reviews the work of sworn and non-sworn staff to ensure efficient delivery of law enforcement and emergency services. Assures operational efficiency of assigned shifts and ensures work quality and adherence to policies. Assumes responsibility for assigned special programs or Department-wide goals. Assists with training staff and coordinates training opportunities. Responds to public inquiries and maintains relationships with citizens and victims. Shares information with superiors and colleagues to keep them aware of situations and Department objectives. Seeks new opportunities and technologies to improve collaborative relationships and services.

Requirements

  • Three years of full-time responsibility and progressive experience as patrol officer.
  • Associate’s degree in criminal justice, police science, law enforcement, correctional studies, legal studies, psychology or related field.
  • Licensed or eligible for a Minnesota P.O.S.T. license at the time of employment.
  • Knowledge of Human Resources practices regarding the facilitation of personnel matters, information and records.
  • Knowledge of applicable municipal laws, city policies and ordinances, and federal and state laws regarding local government operations.
  • Knowledge of current and approved principles, practices and techniques of local law enforcement, including general knowledge of departmental services, functions and operations.
  • Knowledge and proficiency in the use of firearms, impact weapons and unarmed combat.
  • Skill at building a team environment, motivating assigned personnel, and dealing with personnel matters promptly and effectively.
  • Skill to effectively implement the rules related to evidence, arrests, searches and seizures of persons and property.
  • Skill to communicate with a variety of individuals and handle a variety of customer service situations.
  • Skill to safely operate a motor vehicle and drive under a wide variety of circumstances and weather conditions at low and high speeds.
  • Ability to supervise, organize, train and evaluate the work of assigned sworn and non-sworn personnel.
  • Ability to administer first aid and apply first aid promptly in emergency situations.
  • Ability to operate a variety of law enforcement equipment including but not limited to: radar/lidar; radios; portable computer systems; emergency medical equipment; measuring and collecting devices, including audio and visual devices, and other emerging technology devices adaptable to law enforcement uses.
  • Ability to maintain confidentiality of all relevant information.
  • Ability to present organized and clear proposals and recommendations effectively at public meetings and in group settings.
  • Ability to use various office equipment and software, including accounting programs.
  • Ability to prepare work results with completeness and accuracy, and use critical thinking to analyze situations and identify solutions to problems.

Nice To Haves

  • Bachelor’s degree preferred.
  • Master’s degree in criminal justice, Public Administration, Business Administration, Public Policy or related field, or Juris Doctor.
  • Two years of responsible municipal experience.
  • Previous experience as a Sergeant or supervisor-level position within a police department.
  • Bilingual.

Responsibilities

  • Plans, prioritizes, assigns, supervises and reviews the work of sworn and non-sworn personnel on assigned shifts.
  • Prepares and maintains shift schedules.
  • Monitors work activities to ensure compliance with established policies and procedures.
  • Participates in the development or revision of policies and procedures.
  • Prepares and administers briefings and schedules personnel duties for assigned shifts.
  • Ensures written incident reports are complete and accurate, and use required Department forms.
  • Ensures reports are maintained, filed and processed according to Department policies and procedures.
  • Submits daily activity reports to the Chief of Police and other Sergeants.
  • Interprets, conveys and ensures implementation of agency policies, procedures and methods.
  • Reviews personnel duties to ensure clear guidelines of authority and responsibility.
  • Assists with the training and orientation of new sworn and non-sworn personnel.
  • Provides training, guidance and counseling of assigned personnel.
  • Completes employee performance evaluations.
  • Promotes career development of assigned personnel.
  • Identifies Department needs and makes recommendations for annual budgeting purposes.
  • Participates in the creation and implementation of Department and personnel goals and objectives.
  • Coordinates and supervises special programs or projects assigned, including reserve officers, field training officer (FTO), Neighborhood Watch, and community policing events and activities.
  • Oversees the preparation of reports for various cases, including cases going to trial.
  • Prepares supplemental reports as required.
  • Appears in court to present evidence and give testimony.
  • Assists assigned personnel with follow-up investigations, including gathering of evidence, questioning of witnesses, and apprehension of suspects.
  • Reviews payroll for assigned personnel and submits for final approval.
  • Acts as liaison with and establishes effective working relationships with outside law enforcement agencies and other entities and individuals.
  • Ensures proper use and maintenance of Department vehicles and equipment used by personnel and reports on the need for repairs and/or replacement.
  • Ensures property safety procedures are followed.
  • Advises the Chief of Police on personnel performance issues, or other internal concerns.
  • Develops rapport with members of the community as well as surrounding areas, and establishes partnerships with community organizations, residents and business owners to develop and implement crime prevention strategies.
  • Identifies potential security-related situations and utilizes problem solving abilities independently and through partnerships with external agencies, community groups and individual citizens and business owners.
  • Coordinates and disseminates public safety, crime prevention, and community policing information to the community.
  • Participates in community relations activities as assigned or understood.
  • Engages with citizens and businesses within assigned neighborhood district(s) through routine patrols and in-person visits.
  • Educates citizens and business owners on techniques to reduce the potential for theft, vandalism and other crime on their properties.
  • Participates in Neighborhood Watch meetings and activities, as assigned.
  • Identifies technologies and other innovations to assist with building relationships and delivery of community policy services and meeting Department objectives.
  • Enforces Federal, State and City laws and ordinances.
  • Patrols the community and an assigned neighborhood district on foot, bicycle, motorcycle or patrol vehicle, and inspects buildings to prevent and protect against criminal activities.
  • Provides assistance to the public in emergency and non-emergency situations.
  • Conducts accident investigations.
  • Issues citations, makes arrests, interrogates suspects, interviews witnesses, and transports persons to detention centers and correctional facilities.
  • Investigates crimes.
  • Submits information to Department Investigator for follow up.
  • Acts as a custodian of personal property and evidence being held for court presentation.
  • Maintains records of property, evidence and automobiles held or impounded.
  • Completes incident and other reports, utilizing current computer technology and written forms as necessary.
  • Testifies in court on cases assigned or directly involved.
  • Attends training and professional meetings of outside organizations.
  • Performs special assignments related to traffic enforcement, investigations, crime prevention, and Department education and training.
  • Performs other duties as apparent or assigned.
  • Directly supervises assigned patrol officers, community service officers and reserve officers.
  • Carries out supervisory responsibilities in accordance with City policies, procedures and applicable laws.
  • Performs duties as the “Officer-in-Charge” when apparent or assigned.
