About The Position

Performs responsible semi-skilled and skilled work leading a crew of Parks Maintenance Workers and Technicians in the maintenance and repair of various assigned parks, greenways and public grounds, athletic fields and related buildings and facilities. An employee in this class provides leadership to a crew including work assignment, on the job training, quality control, performance coaching, and insuring safety. The employee serves as crew leader participating in the work of the crew and assuring work is completed safely and according to departmental standards and acts in the absence of the Superintendent. The employee also operates various equipment and assists the crew in daily activities, including performing maintenance and servicing of equipment used. Work also includes completing work orders, providing input into hiring decisions, coaching, and training new employees, and providing input into disciplinary actions. Work requires stand-by and call back responses. The employee is subject to hazards associated with utilities including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, pesticides and other chemicals, odors, dusts, mists, and oils. Work may also subject the employee to the final OSHA standards on blood borne pathogens. Work is performed under the general direction of the Parks Maintenance Supervisor and is evaluated based on discussion, review of work orders and observation while progress or upon completion.

Requirements

  • Considerable knowledge of the tools, materials and equipment used in parks, grounds, athletic field and facility maintenance, and ability to use them.
  • Considerable knowledge of safety precautions applicable to the duties assigned.
  • Considerable knowledge of athletic field layout, playground safety issues and parks maintenance tasks.
  • Considerable knowledge of cleaning methods, materials, and equipment.
  • Knowledge of the liability issues involved in parks and recreational facilities.
  • Working knowledge of the application of information technology to the work.
  • Working knowledge of turf maintenance.
  • Working knowledge of leadership, motivation, performance coaching and conflict resolution.
  • Skilled in semi-skilled electrical, plumbing, carpentry, masonry, and related trades area maintenance and repairs.
  • Skilled in collaborative conflict resolution, team leadership, and customer service excellence.
  • Ability to use hand and power tools, and in equipment operation and maintenance including back hoes, tractors with various attachments, dump truck, excavator, and related equipment.
  • Ability to maintain records of work activities.
  • Ability to establish and effective working relationships with other employees, supervisors, and the public.
  • Ability to plan work to meet schedules and priorities and to coordinate and collaborate with other staff on meeting needs.
  • Ability to train and lead other workers on a regular basis.
  • Ability to deal courteously with the public.
  • Ability to work independently and without close supervision.
  • Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, crawling, pushing, pulling, reaching, walking, lifting, and hearing.
  • Must be able to perform heavy work exerting up to 100 pounds of force occasionally; 50 pounds of force frequently; and up to 20 pounds of force constantly.
  • Must possess the visual acuity to operate construction equipment in a safe and accurate manner, operate a computer, perform visual inspections and to complete records and reports.
  • Graduation from high school and considerable experience in parks, buildings and/or landscape maintenance and repair work preferably in a parks and recreation setting; or an equivalent combination of education and experience.
  • Possession of a valid appropriate North Carolina driver’s license.
  • Ability to obtain pesticide applicator license or certification
  • Ability to obtain playground inspector certification.

Responsibilities

  • Provides crew leadership including work assignment, coaching, training and orientation of new staff and on-the-job training and development; provides input into hiring, performance evaluations, and disciplinary actions; serves in the absence of the Superintendent.
  • Leads other employees and participate various activities such as trades repairs and minor construction including carpentry, plumbing, masonry, electrical, asphalt repair, and metal fabrication; cleaning of restrooms and trash removal; turf maintenance of athletic fields including seeding, aeration, dragging and lining in preparation for play, mowing, and irrigation repair work; storm cleanup, drainage related work, pruning, landscape maintenance and installation, fence installation and repair, vandalism repair and removal, hand and power tool operation, winterizing of facilities to prevent damage; installs picnic tables, benches, and related accoutrements.
  • Ensures that night and weekend restrooms, trash, shelter rentals, athletic field rentals are clean and handled properly to satisfy the needs of rental groups and the general public; answers call for assistance from night or weekend staff.
  • Operates equipment including backhoes, tractors and implements, utility vehicles, dump trucks, trailers, hand tools, blowers, mowers, weed eaters, sod cutter, water pumps, welders, saws, cutting torches, power tools, air compressors, generators.
  • Oversees work of staff and ensures that equipment operation and tool use is performed safely and in an appropriate, timely manner to complete assigned task; reports or repairs missing or damaged pieces or equipment; transports equipment from site to site.
  • Leads and participates in playing field maintenance and repair responsibilities ensuring that all fields meet requirements for the specific athletic activity; assigns employees to complete field preparation; ensures maintenance of scoreboards and lighting for fields.
  • Leads in set up and clean up for special and holiday events, festivals, parades, etc.
  • Inspect playgrounds for safety; document and submit work order for any repairs needed on playgrounds, make necessary repairs to ensure safety of park patrons.
  • Plans materials and supply needs, equipment needs, and staff needs to take all necessary resources to the work site and avoid unnecessary waiting time; purchases tools and supplies as needed.
  • Performs related duties as required.
