About The Position

This position supervises and instructs field crews engaged in irrigation, horticulture maintenance, grounds and open space within a designated geographic area and assists the Supervisor in the overall planning of same. This position performs maintenance activities, operates equipment, assists in planning and organization of assigned work units and supervises front line parks maintenance staff. This position reports to the Supervisor, Parks Maintenance.

Requirements

  • Knowledge of parks maintenance methods, procedures, materials, equipment and tools.
  • Basic knowledge of irrigation systems and controls.
  • Knowledge of occupational health and safety requirements and programs sufficient to implement healthy and safe working practices.
  • Knowledge of maintenance management principles and practices and ability to implement standards and levels of service within the section’s area of responsibility.
  • Ability to prepare informal and formal reports, daily, weekly and monthly work plans and to read construction and grading plans.
  • Ability to instruct, direct and evaluate the work of others to ensure work productivity, to measure work output against standards and adjust resource allocations as necessary.
  • Ability to analyze and develop recommendations for the policies, procedures and strategic work plans pertaining to the work.
  • Ability to effectively operate, maintain and allocate equipment used in the maintenance of parks and open space.
  • Ability to work independently exercising sound judgment and decision-making skills.
  • Ability to develop and maintain effective and cooperative working relationships and facilitate dialogue and communication with a variety of stakeholders such as fellow employees, and the general public.
  • Ability to use a computer including knowledge of MS Office (Word, Excel etc) to prepare reports, enter and retrieve information and communicate via electronic e-mail.
  • Ability to interpret local union agreements and effectively handle any issues that may arise.
  • Ability to fill in for the Supervisor.
  • Grade twelve (12), combined with 4 courses in turf or horticultural maintenance leading to certificate or diploma. One course must be of Naturalization or equivalent.
  • Three (3) years recent practical experience directly related to the maintenance of parks and open space and outdoor recreational facilities including two (2) year of progressive parks maintenance and supervisory experience.
  • Must possess a valid Saskatchewan driver’s license.
  • Must possess or immediately get airbrake endorsement.
  • Permitted or certified on fine turf mowers, tractors and related equipment.
  • Must be able to perform heavy physical labour in all types of weather conditions.

Responsibilities

  • Assign, review, and supervise staff engaged in the maintenance and operations of parks and open space assets including installation and maintenance of horticultural materials; maintenance of park structures and buildings; use and maintenance of hand tools, power equipment and vehicles; maintenance and repair of irrigation systems.
  • Inspect work ensuring conformance with policies, procedures and guidelines ensuring proper use of equipment and materials including fertilizers, pesticides and other products.
  • Identify deficiencies, recommend improvements. Assign and requisition supplies and materials as required.
  • Perform, report and record maintenance functions including project details and status, equipment use and maintenance, inventory control and timesheets.
  • Interpret and implement specifications, blueprints, diagrams and work orders, ensuring work is performed in accordance with prescribed procedures and methods.
  • Ensure staff possess the necessary skills and knowledge to perform maintenance activities and safety practices including providing training and instruction where required.
  • Assist the supervisor in the preparation of work plans, and planning sessions to identify and allocate human and financial resources within assigned areas.
  • Operate varied equipment as required.
  • Respond to internal and external stakeholders in a courteous, sensitive, responsive and effective manner.
  • Assist in the organization and execution of the outdoor rink program.
  • Assist in the preparation of short and long range strategic planning and budget preparation of the section and the Parks Maintenance Branch.
  • Purchasing authority includes purchase card, Central Stores and Blanket Agreements for purchasing goods/equipment as per the delegation of authority.
