About The Position

The City of Berkeley is seeking a Parking Services Manager to lead 15 dedicated parking staff within the Transportation Division of the Public Works Department. This role involves managing a significant parking portfolio, including three access-controlled City-owned garages with 1250 parking stalls and electric vehicle charging, paid on-street parking with numerous pay stations and meters, and an extensive residential permit parking program. The manager will be responsible for revenue growth and cost control for a program generating nearly $14M annually, liaising with the Police Department's parking enforcement staff, and managing parking to achieve benefits like reduced vehicle miles traveled and greenhouse gas emissions through strategic pricing. Key duties include managing vendor contracts for parking meters, applications, enforcement, permit issuance, usage tracking, and industry support, as well as overseeing staff involved in parking citation adjudication, meter repair, coin collection, parking planning and operations, and electric mobility. The position requires technical expertise, vision, and managerial skills to lead a diverse team in delivering customer-friendly parking and mobility services.

Requirements

  • Equivalent to graduation from a four-year college with major courses in business administration, public administration, or a closely related field.
  • Four (4) years of experience with management and supervisory responsibility for revenue collection functions or business facility management and development.
  • Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.
  • Must be able to travel to various locations within and outside the City of Berkeley to fulfill the job responsibilities.
  • Must maintain a valid California Class C or higher driver's license and a satisfactory driving record when driving on City business.

Responsibilities

  • Lead 15 dedicated parking staff delivering parking and mobility services.
  • Manage three access-controlled City owned garages containing 1250 parking stalls and electric vehicle charging.
  • Oversee paid on-street parking with hundreds of pay stations and thousands of parking meters.
  • Manage an extensive residential permit parking program.
  • Manage revenue growth and control costs for a parking program that generates almost $14M annually.
  • Liaise regularly with the City’s parking enforcement staff in the Police Department to coordinate efforts.
  • Manage parking to produce additional benefits such as minimizing additional vehicle miles travelled and greenhouse gas emissions by pricing parking to generate turnover and availability.
  • Manage vendor contracts (parking meters, parking applications, enforcement, permit issuance, usage tracking, and industry support).
  • Oversee staff responsible for adjudication of parking citations, meter repair mechanics, coin collection, parking planning and operations, along with electric mobility staff.
  • Provide technical expertise, vision, and managerial skills to lead this diverse team delivering customer friendly parking and mobility services.
