About The Position

The Downtown Investment Authority Department is actively seeking a Parking Enforcement Specialist. This is technical work in issuing parking citations for all non-moving traffic violations and attaching immobilizing devices to vehicles for local and state law violations. Work requires knowledge of methods, practices, procedures and laws governing parking enforcement and the ability to operate computerized citation equipment, which can be learned on the job. Contacts with public require good judgment courtesy, tact, and assertiveness in explaining parking laws. Work is performed following established routines, standing instructions, and established procedures and involves similar situations requiring choice of correct procedures. Work is performed primarily outdoors with exposure to all weather conditions, but occasionally in an office environment. Operates a two-way radio, vehicle, hand-held computer, automated license plate reader, immobilizing device and standard office equipment which includes computer, tablet, and other electronic devices. Physical demands consist of walking, standing and sitting for extended periods; reaching, bending and stooping; and lifting objects weighing up to 50 pounds. Work in extreme weather conditions and is performed under general supervision where the work assignments are subject to instructions and established work routines, and the worker is given latitude to rearrange the sequence based on changing situations.

Requirements

  • Knowledge of the routines and procedures for issuing citations for overtime parking and other non-moving traffic violations.
  • Knowledge of local and state laws relating to non-moving traffic violations.
  • Knowledge of City geography and streets.
  • Ability to operate a two-way radio, vehicle, hand-held computer, automated license plate reader, immobilizing device, and standard office equipment which includes personal computer, tablet, and other electronic devices to include related software.
  • Ability to inspect for and issue parking citations for non-moving traffic violations.
  • Ability to gather and document data relevant to citation using a PC and hand-held units.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to handle confrontations constructively using good judgment.
  • Ability to clearly and effectively testify in civil traffic court to defend parking citations.
  • Ability to take effective pictures to document parking violations.
  • Ability to read maps.
  • Ability to complete standardized forms with accuracy.
  • Ability to perform arithmetic computations.
  • Ability to check operating and safety conditions of vehicles and perform basic service.
  • Ability to understand and follow verbal and written instructions, including rules and regulations.
  • Two years of education and/or experience in parking operations, facility operations, regulatory enforcement, code compliance, public safety, or related work involving frequent public contact, interpretation of rules, and enforcement of policies or regulations.
  • Must be bondable.
  • Must possess a valid driver's license prior to appointment and must be maintained during employment in this class.
  • Must qualify for prior to appointment, obtain, and maintain a City of Jacksonville public driver certification for employment in this class.

Nice To Haves

  • Experience in the enforcement of local or state laws, ordinances, parking regulations, or compliance standards is preferred.
  • FLA Parking Enforcement Specialist Certificate must be secured within 6 months and maintained during employment in this class.

Responsibilities

  • Patrols assigned area, checks vehicles for non-moving traffic violations, and issues parking citations.
  • Attaches immobilizing devices to vehicles which have violated local and state laws.
  • Reports missing meters and those out of service or in need of repairs to the maintenance section.
  • Reports damaged or missing traffic signs to supervisor.
  • Responds to inquiries and complaints from the public concerning parking citations and related matters including care complaints.
  • Dispatches information to field personnel utilizing a two-way radio or base station, computer and multiple databases.
  • Bags meters for various events and traffic control.
  • Checks operating and safety conditions of vehicles, performs basic minor servicing and reports needed repairs or major servicing.
  • Provides information to public regarding local and state parking.
  • Records time of vehicles parked at a meter or time zone and returns at specified intervals to ticket vehicles remaining in spaces illegally.
  • Initiate vehicle tows based on local parking laws and department policies.
  • Attends civil traffic court to defend parking citations.
  • Operates a two-way radio, vehicle, hand-held computer, immobilizing device and standard office equipment which includes personal computer, automated license plate reader, tablet and other electronic devices to include related software.
  • Maintains citation database including entry, coding, and queries of data.
  • Trains and instructs new employees in policies, practices, and procedures.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.
