About The Position

The New York City Department of Housing Preservation and Development (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. HPD maintains building and resident safety and health, creates opportunities for New Yorkers through housing affordability, and engages New Yorkers to build and sustain neighborhood strength and diversity. Within HPD, the Division of Tenant & Owner Resources (DTOR) administers rent subsidy programs, including Section 8 or the Housing Choice Voucher (HCV) program. These subsidies provide funding to eligible low-income families for rental assistance toward decent, safe, and affordable housing. Families contribute approximately 30% of their income, with HPD paying the difference directly to the owner. The unit's rent must be deemed reasonable and affordable by HPD, and the unit must meet federal Housing Quality Standards (HQS) to be approved. The Project Manager will report to the Director of the unit and will provide project management support to a team of Project Assistants. This role involves tracking incoming projects, providing operational support and oversight for assignment distribution, workload coordination, and tracking project completion. The Project Manager will ensure accurate information is communicated to property owners, tenants, the public, elected officials, and other governmental entities. They will also coordinate with other units within HAS and other Divisions within HPD. Additional responsibilities include meeting with property owners and tenants to resolve issues, representing the Division in meetings, managing special projects, tracking and responding to inquiries, and collaborating with the Director to implement and maintain best practice operations.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above.

Responsibilities

  • Track and analyze the progress on the daily workload and ongoing project workloads for the unit.
  • Maintain and prepare reports and statistical analyses relevant for unit operations, performance, compliance, projects, or other initiatives to communicate statuses to unit supervisors and managers.
  • Serve as a representative of the unit in internal and external meetings and other communications with stakeholders.
  • Assist with the creation, design, and implementation of reports in HPD’s Oracle Business Intelligence and other systems.
  • Review internal and federal policy changes with the Director and assist in training staff on any changes.
  • Propose, coordinate, and implement projects to maximize compliance and performance in the unit’s operations and portfolios under the oversight of the Director.
  • Draft and prepare notices, procedure documents, letters, meeting materials, and other correspondence.
  • Review and respond to inquiries from owners, HPD divisions, and other stakeholders.
  • Coordinate with HAS units and HPD divisions as needed, including for tenant transfers, case assignments, requests for reasonable accommodation, and special projects.
  • Coordinate with IT staff on any reporting requirements and database updates needed for any relevant projects and initiatives.
  • Assist with, coordinate, and/or lead other projects as needed.
