As an Owner’s Advisor, you will partner with public and private sector clients across water, wastewater, transportation, environmental, and construction programs. You will help shape delivery strategy, manage risk, oversee cost and schedule performance, and support major capital investments from planning through closeout. This role is ideal for someone who combines technical expertise, sound judgment, and strong client leadership.

Requirements

  • 9+ years of consulting, owner’s advisory, program management, construction management, or infrastructure project delivery experience.
  • Strong background in cost estimating, budget management, schedule analysis, and risk management for capital projects.
  • Proven experience managing complex infrastructure programs from concept through construction and closeout.
  • Deep understanding of Alternative Public Works procurement methods and collaborative delivery models.
  • Strong client relationship skills with the ability to build trust and serve as a long-term advisor.

Nice To Haves

  • Existing relationships with public agencies or private infrastructure clients in Oregon or the Pacific Northwest.
  • Experience supporting water, wastewater, transportation, transit, or environmental projects.
  • Background in lifecycle cost analysis, value engineering, or capital planning.
  • Professional certifications such as PE, PMP, CCM, DBIA, or related credentials.
  • Experience working in both consulting and owner-side environments.

Responsibilities

  • Serve as a trusted representative of the owner, advising clients through planning, design, permitting, procurement, construction, closeout, and warranty phases.
  • Provide leadership and oversight to support successful delivery of infrastructure programs and capital projects.
  • Advise clients on alternative delivery methods including CM/GC, CMAR, GC/CM, Progressive Design-Build, and Design-Build strategies.
  • Develop, review, and validate project budgets, cost estimates, and financial assumptions to align with scope and owner expectations.
  • Review and monitor schedules, identify risks or variances, and recommend corrective actions to maintain project performance.
  • Lead risk assessments, decision analysis, lifecycle cost evaluations, and scope/schedule/budget negotiations in the owner’s best interest.
