The OSP & ISP Infrastructure Engineer reports to the Associate Director of Infrastructure Engineering and plays a critical role in supporting and advancing the University's physical communications infrastructure. This position serves as a subject matter expert in fiber optic and copper cabling systems, outside and inside plant (OSP/ISP) design, and campus-wide pathway infrastructure.The role is responsible for planning, designing, and overseeing the installation of communications infrastructure that supports network, voice, and life safety systems. The position also serves as a key escalation point for complex infrastructure issues and helps safeguard University assets during construction and renovation activities.

Requirements

  • Bachelor of Science and 3 to 5 years of experience or equivalent combination of trade education/apprenticeship (installing low voltage cabling systems) and experience is required.
  • Minimum of 3 to 5 years of relevant experience in telecommunications infrastructure, network cabling, or related field.
  • Advanced knowledge of fiber optic and copper cabling systems, including design and troubleshooting.
  • Proven experience with outside plant (OSP) and inside plant (ISP) infrastructure design.
  • Strong knowledge of industry standards such as BICSI, TIA/EIA, and structured cabling best practices.
  • Demonstrated ability to design, plan, and oversee infrastructure projects, including interpreting construction drawings and developing scopes of work.
  • Strong analytical and problem-solving skills with the ability to resolve complex, non-standard infrastructure issues.
  • Excellent communication skills with the ability to serve as a technical escalation point and collaborate across IT, construction, and facilities teams.
  • Experience managing infrastructure projects, vendors, and contractors.
  • Ability to interpret construction drawings and develop infrastructure designs.
  • Strong analytical and problem-solving skills with the ability to work on complex, varied issues.
  • Familiarity with CAD or GIS-based infrastructure mapping systems.

Nice To Haves

  • Experience in higher education or large campus environments.
  • Knowledge of PA One Call processes and underground utility coordination.
  • Project management experience leading large-scale or multi-phase infrastructure initiatives.
  • Relevant certifications (e.g., BICSI OSP, RCDD or similar).

Responsibilities

  • Supports the University's physical communications infrastructure serving as a subject matter expert on fiber optic cabling, communications pathway design (OSP/ISP) and is the escalation point for individuals troubleshooting physical infrastructure.
  • Maintains campus communications infrastructure mapping in the University-selected GIS platform to a level of accuracy and detail sufficient for locating underground communications facilities.
  • Resolves complex networking problems involving fiber optic and copper cabling infrastructure.
  • Specifies and supervises the installation and completion of conduit, pathways, cables, and circuits.
  • Plans, designs, develops and installs building and campus physical infrastructure to support network, voice, and life safety technologies.
  • Plays critical role in protecting the University’s communications assets during construction and renovation participating in the PA 1 Call process and maintaining documentation of installed cable and pathway systems.
  • Functions as high-level support for networking questions from network and IT Support Specialists.
  • Tracks, evaluates and specifies new physical networking technologies and products.
  • Facilitate a safe work environment by correcting hazardous conditions, ensuring quality/safety/security standards are met on job sites and in ISC data/telecommunications facilities.
  • Establishes policies for infrastructure use and functionality.
  • May supervise other staff, cabling contractors, or act as project leader for large scale of IT infrastructure projects.
