About The Position

The OSM Planner develops, maintains, and analyzes procurement, materials management, modular fabrication, and offsite manufacturing schedules to support the OSM program. Working with Procurement, Engineering, offsite modular fabricators, Materials Management, Construction, and T&L, the planner coordinates module assembly sequences, long-lead equipment, and material deliveries with factory production schedules, transport windows, and jobsite installation milestones. The position provides schedule analysis, forecasting, progress measurement, and reporting to support offsite manufacturing throughput and site delivery. It reports to the OSM Project Controls Manager / Lead. The role supports Bechtel’s Manufacturing & Technology Business Unit on an Active Pharmaceutical Ingredient (API) manufacturing facility project. The project is located at Generation Park in Houston, Texas; the listed work location for this position is New Albany, Ohio. The position uses Primavera P6 and procurement, materials management, and offsite tracking systems to develop and maintain integrated schedules, assess progress and risks, and report status.

  • Experience supporting fabrication tracking, expediting, material availability planning, and supplier performance monitoring.
  • Experience supporting large manufacturing, semiconductor, data center, or other industrial projects.
  • Familiarity with schedule impact analysis, recovery planning, risk analysis, and Earned Value Management (EVM) concepts.
  • Willingness to travel to modular fabrication yards 1–2 times per month.

Responsibilities

  • Develop and maintain offsite manufacturing, modular fabrication, procurement, and logistics schedules using Primavera P6.
  • Integrate engineering deliverables, vendor shop drawings, material allocation, module assembly and fitting, factory testing, shipping, and jobsite hookup sequences into master project schedules.
  • Review, validate, and integrate fabricator and vendor schedules into the project schedule.
  • Develop procurement execution plans, module build sequences, and heavy-haul delivery schedules for offsite fabricators and assembly yards.
  • Establish and maintain schedule logic connecting engineering approvals, raw material and component deliveries to the offsite yard, factory production steps, and jobsite crane set dates.
  • Support schedule baseline development, trending, and change management for offsite scope.
  • Support development and maintenance of spools and module fabrication schedules.
  • Monitor material delivery, production rates, and transport logistics to identify bottlenecks, schedule risks, and recovery opportunities.
  • Analyze offsite fabrication critical paths, line float, production forecasts, and logistics scenarios, including shipping delays and yard staging constraints.
  • Support mitigation and recovery strategies for factory production impacts and delivery delays.
  • Use procurement, materials management, and offsite tracking systems to measure module fabrication progress, track component availability, and forecast factory completion dates.
  • Perform weekly and monthly schedule updates and variance reporting for the OSM program.
  • Prepare module status reports, offsite vendor schedule analyses, shipping milestone updates, and management presentations.
