About The Position

Client Solution Architects (CSA) is seeking a part-time Operations Specialist to support a Navy client onsite at the Washington Navy Yard in Washington, DC. The role provides operational reporting support for the Shore Enterprise Operations Center (SEOC), including required monthly hours to maintain system access and backup coverage for full-time Operations Specialists. The position provides 12 hours per day of on-site support and contributes to continuous 24/7 SEOC operational coverage. The Operations Specialist monitors, collects, analyzes, and shares information about SEOC operations. The role maintains situational awareness and understanding in accordance with the Commander’s Critical Information Requirements, local directives, and standard operating procedures. It often operates independently and serves as the command’s first line of critical information flow. The specialist analyzes operational reporting and message traffic to identify trends, patterns, anomalies, vulnerabilities, and broader impacts on Shore Enterprise readiness and continuity of operations. The role supports incident response, force protection, crisis action planning, Crisis Action Team operations, senior-leader briefings, and continuity-of-operations activities. It also monitors classified and unclassified systems, supports secure communications and information assurance requirements, and tracks SEOC equipment.

Requirements

Must possess and maintain an active Secret Clearance.
At least five years of combined experience in continuous operations center watch standing and evaluating operational intelligence or reporting to identify trends.
Demonstrated experience monitoring unclassified and classified C2 or C4I systems, screening high volumes of message traffic, and maintaining situational awareness in a high-tempo, 24/7 environment.
Strong knowledge of the National Incident Management System, Incident Command System, U.S. Navy reporting processes such as OPREP-3, and crisis action planning.
Proficiency with Microsoft Office, especially Excel pivot tables and data modeling, SharePoint list management, and data visualization tools such as Power BI.
Experience synthesizing multi-source operational reporting, including SITREPs and spot reports, to identify historical patterns and conduct root cause analysis, gap analysis, and Course of Action development.
Strong written and oral communication skills, and the decorum, temperament, and bearing to brief Flag Officers and senior civilian executives during rapidly evolving incidents.
In-depth knowledge of Emergency Management Program Assessment.
Ability to meet the stated physical requirements, including lifting or moving equipment weighing up to 25 pounds.

Nice To Haves

Bachelor’s and master’s degrees in Emergency Management, Disaster Preparedness/Response, Analytics, Public Policy, Public Administration, or Business Administration.
Direct knowledge of or experience with the Navy installation Emergency Management program.

Responsibilities

Synthesize and analyze incoming reporting, including SITREPs, spot reports, and global installation messages, to identify and recommend operational trends, patterns, and anomalies.
Conduct root cause analysis and in-depth assessments of operational reporting to identify localized or enterprise-wide vulnerabilities and support command decision-making.
Use operational reporting trends and reporting triggers to develop data-driven recommendations and predictive analysis for incident response, force protection, and crisis action planning.
Analyze cross-domain operational reporting to assess impacts on Shore Enterprise readiness and continuity of operations.
Integrate and translate Navy Component Commander and TYCOM operational data into enterprise-wide trend models to improve fleet integration and communication.
Establish and maintain data architecture for compiling, organizing, assessing, and rapidly disseminating trend analyses.
Provide continuous 24/7 SEOC operational coverage.
Monitor unclassified and classified SEOC information systems for updates, alerts, and operational changes.
Screen, categorize, analyze, and format incoming message traffic for rapid distribution.
Disseminate critical intelligence and situational updates in real time.
Support Crisis Action Team operations using the C4I Suite and other available SEOC information systems.
Provide approved oral and written responses and high-level briefings to queries on behalf of the Government representative.
Execute Continuity of Operations plans when directed.
Track SEOC equipment status and report in accordance with local policy and standard operating procedures.
Follow local security procedures and regulations for secure communications equipment, support Navy Information Assurance requirements, and properly handle classified material in an open-secret secure space.
