About The Position

This position is responsible for planning, organizing, directing, and executing a procurement program for acquisitions for central Bureau of Operations. This position also performs special studies regarding fiscal planning and procurement methodology decisions. Purchases can include equipment, supplies and services.

Requirements

  • Completion of a bachelor’s degree in business, public administration, economics, or statistics PLUS three years of experience with procurement programs, equipment purchasing, fiscal planning, procurement methodology, or a combination thereof.
  • OR Eleven years of experience with procurement programs, equipment purchasing, fiscal planning, procurement methodology, or a combination thereof.
  • Requires a valid driver’s license.
  • Requires successful completion of a background screening.
  • Requires occasional statewide travel and infrequent out-of-state travel with overnight stays.

Nice To Haves

  • Working knowledge and experience with the Bidbuy system for the development and award of solicitations and release orders.
  • Familiarity with the BEP, VBP, DBE, and SBSA Programs.
  • Ability to plan, organize, and execute administrative or technical program requirements.
  • Ability to maintain harmonious relationships with employees, agency officials, and the general public.
  • Familiarity with on-road/off-road construction and maintenance vehicles and equipment needs and associated specifications.

Responsibilities

  • Administers and executes purchases and contracts that are timely and cost-effective in accordance with the Illinois Procurement Code and related rules.
  • Reviews and updates specifications for Bureau of Operations trucks and equipment.
  • Creates bid documents, solicits bids through small purchase and formal procurement processes, conducts bid openings, and recommends award.
  • Coordinates and manages procurements through the BidBuy procurement system.
  • Maintains a schedule for contracts.
  • Implements policies and procedures for procurements of the Business Enterprise Program (BEP), Veteran Business Program (VBP), Disadvantaged Business Enterprise (DBE) and Small Business Set Aside (SBSA) Programs to ensure compliance.
  • Performs special studies regarding fiscal planning and procurement trends.
  • Acts as procurement liaison with departmental offices, the Illinois Office of the Comptroller (IOC), Central Management Services (CMS), and the Chief Procurement Office (CPO).
  • Performs all duties in compliance with departmental safety rules.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
