Mission Technologies, a division of Huntington Ingalls Industries, is seeking a qualified professional to serve as an Event Lead / Operations Planner. This role is based onsite at the Navy Warfare Development Center (NWDC) on Norfolk Naval Station, supporting the Maritime Operations Center – Training and Exercise Team (MOC‑TET). The Event Lead is responsible for delivering Navy Live, Virtual, and Constructive (LVC) training across all designated Areas of Responsibility (AORs). The Event Lead / Operations Planner assists with the planning, design, and execution of Operational-level Fleet Synthetic Training (FST-O) events for Fleet and task force staffs, to include assigned reserve personnel. This position also provides support for on-site and distributed training events at various Norfolk, VA locations, as assigned. The role requires regular interaction with military, government, and contractor leadership, making strong communication skills essential. Additionally, the position requires flexibility to work non-standard hours, including occasional workweeks exceeding 40 hours, in order to meet business, customer, and contractual obligations.

Requirements

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Candidate must have years of experience with naval operations.
  • Candidate must have years of Modeling and Simulation experience with Optimized Littoral Warfare exercises/Fleet Synthetic Training or service equivalent M&S experience, to include Master Scenario Event List scripting.
  • Candidate must have an active Security Clearance.
  • Candidate must be a U.S. Citizen.
  • Candidate must have strong written and verbal communication skills across all organizational levels.

Nice To Haves

  • Project Management Professional (PMP) certification.
  • Experience with operational level Joint Live Virtual Constructive (JLVC) supported FST events.
  • Experience in Navy Fleet Synthetic Training programs, experimentation and war-game operation and management to achieve training objectives.
  • Experience with Joint Exercise Life Cycle (JELC) process, timeline, and products.
  • Experience with Joint Semi-Automated Forces (JSAF) simulation and/or other High Level Architecture / Distributed Interactive Simulation (HLA/DIS) modeling tools.

Responsibilities

  • Coordinate with MOC Training and Exercise Team (MOC TET) on-site government and contractor staff, as required, to provide tasks, briefs, planning products, and point papers to enable MOC training objectives.
  • Coordinate with appropriate MOC TET members to prepare required reports, staff actions, point-papers, talking points, and all other staff products in support of but not limited to the following activities:
  • Coordinate event planning with Navy and Joint planners, to include Joint EXCON coordination cells, Combatant Commands, and Joint Staff J7.
  • Assist Navy Exercise planners and Exercise Control with any Maritime issues.
  • Research and maintain up to date knowledge relating to joint capabilities.
  • Act as Navy Chief Controller, Modeling and Simulation Operations lead, or forward MOC EST LNO during event operational testing and execution.
  • Provide recommendations for and development of synthetic augmentation (entities, scenario elements, simulator operators, etc.) to live training exercises.
  • Develop exercise documents to include manning documents, messages and orders to include but not limited to exercise directives and exercise game books.
  • Provide for the execution of synthetic war-gaming for OLW synthetic events/exercises as required.
  • Provide the MOC TET government leadership with appropriate lessons-learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises
  • Provide expertise and support on applicable strategic- and operational-level joint, coalition, and service doctrine.
  • Maintain awareness of current US and foreign military capabilities, trends, and tactics, and US Navy doctrine.
  • Use Confluence and JIRA tools on the Navy Continuous Training Environment (NCTE) network to share event schedules and documents.
  • Identify, document, report, and track issues to resolution, while keeping appropriate MOC-TET leadership and other stakeholders informed of status.
