The Administrator for Florida Department of Health Immunization Section works directly under the Chief of Epidemiology and serves as the focal point for management of the statewide immunization program. Overall purview and charge include policy development, standards setting, monitoring, quality control staff development, and technical assistance. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Ensures all staff complete required training and are offered additional training. More specifically, the Section Administrator: Directs, plans, implements and supervises a statewide comprehensive immunization program for the control of vaccine-preventable diseases by establishing and maintaining an intensive program of surveillance and epidemiology (in coordination with and support of the bureau's Epidemiology Program), quality improvement, Vaccine for Children (VFC) program, adult vaccine program, emergency response vaccine countermeasures, statewide immunization information system, and education/information activities. Provides technical consultation and support to the bureau, division and agency for immunization related policy, legislation, and rules. Directs, plans and develops annual budget requests for federal grant assistance and state general revenue funds, totaling approximately $20 million. Monitors and evaluates expenditures of funds for statewide program activities by county health departments, State health Office and Bureau of Public health Pharmacy. Directs and supervises a central office and field staff of approximately 70 for ongoing program activities and compliance with established goals and objectives. Provides analysis and technical direction, consultation, and assistance to establish and maintain an integrated system of information-gathering that will provide basic data on immunization levels, immunization exemptions, and distribution among the various cultural, social, and economic groups and sub-grouping of population. Supports strategic planning, state health improvement, program process quality improvement, and other performance management processes at the program, bureau, division, and agency levels. Workforce Development: This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Directs and assists a program of personnel and professional development that will accomplish the following: utilize personnel in accordance with their skills; train personnel to increase effectiveness and develop latent talents; and evaluate personnel in a fair and constructive manner. Provides consultation and technical assistance on programmatic and administrative issues related to the immunization program to county health department professionals, officials of public and private facilities, institutions and agencies, representatives of school systems and others who can influence Immunization Section activities. In coordination with and support of the bureau’s Epidemiology Program, establishes, maintains, and directs a control system to define the dimensions of the vaccine-preventable disease problem and increase the effectiveness of control efforts. Serves as Project Administrator for federal grant assistance and other federal activities in the state, including contract studies and the assignment of federal employees to the state program.
