About The Position

This position is responsible for overseeing the daily operations of a highly skilled industrial electrical maintenance division. Duties include establishing and enforcing policies, managing annual budgets, and setting technical specifications. The role also requires coordinating work across operations, external consultants, engineers, and other city and departmental divisions. The ideal candidate will excel at fostering a cohesive team environment and collaborating effectively with other divisions to achieve organizational goals, deliver exceptional customer support, and maintain uninterrupted service.

Requirements

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a relevant field of study, plus six (6) years of progressively responsible experience related to the activities of the division, including three (3) years of experience which were in a supervisory or management capacity.
  • Experience may substitute for the education up to the maximum of four (4) years.

  • Knowledge of safety practices and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of fiscal planning and budget preparation.

  • Skill in using computers and related software.
  • Skill in planning and organizing.
  • Ability to manage projects, develop and execute project timelines, delegate tasks, and evaluate progress from start up to completion of projects.
  • Ability to resolve problems or situations that require exercising tact, diplomacy, and sound judgment.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to make public presentations.
  • Ability to meet and maintain driver eligibility detailed in the City of Austin Driver Safety Program.
  • Electrical division managers: Master Electrician License or a Texas Professional Engineer (PE) license.
  • A Texas Professional Engineer (PE) License may be substituted for a Class “A” TCEQ License; or if currently licensed in another state, the ability to obtain a Texas PE License within six (6) months of employment.

Nice To Haves

  • Experience with medium voltage substation troubleshooting, installation and repair up to 15KV.
  • Experience troubleshooting, maintaining and repairing industrial motor controls and motors up to 15KV.
  • Experience working in a large municipal water/wastewater utility or similar industrial environment.
  • Experienced with State of Texas Master Electrician License
  • Experience with a Computerized Maintenance Management Software (CMMS) program.

Responsibilities

  • Develops, executes, and evaluates strategic short-range and long-range plans and criteria for a variety of projects, programs, and division activities.
  • Coordinates facility, process, and project activities within the division, between other Utility divisions and City departments, and with outside consultants, engineers, associations, regulatory agencies, neighborhood associations, and the general public.
  • Evaluates programs for effectiveness and accomplishment of goals.
  • Generates and analyzes data to discern patterns, discrepancies, and opportunities for process improvements.
  • Prepares, consolidates, and monitors division-wide budget based on budgets for plants, laboratories, and treatment infrastructure.
  • Contributes to writing specifications for requests for proposal (RFPs) or requests for quotes (RFQs), evaluates bid proposals, and recommends or approves contractor selection.
  • Develops, reviews, revises, and approves procedures and specifications for plant, field, or laboratory operations; equipment; and technical instrumentation; analytical testing procedures; quality control programs; safety programs; and training programs.
  • Interprets, explains, and ensures compliance with applicable policies, procedures, ordinances, and Federal and State regulations.
  • Facilitates, conducts, and attends meetings and represents the division, department, and City.
  • Provides technical advice and assistance to internal and external customers.
  • Performs the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
