Operations Data Analyst
About The Position
The Operations Planning & Data Advisor supports utility planning operations through data analysis, operational planning, quality assurance, and stakeholder coordination. The role manages and analyzes large datasets of 200,000 or more records or assets and uses advanced Excel and database tools to support planning, reporting, forecasting, and operational decisions. It develops work plans aligned with business priorities, operational guidelines, and planning criteria, and supports workload forecasting, resource planning, and prioritization of maintenance, inspection, and capital work programs. The position reviews and validates work scopes, evaluates operational constraints, identifies risks and data discrepancies, and ensures plans are feasible and aligned with established priorities. It works with planning, operations, engineering, project management, and other teams to communicate assumptions and recommendations, resolve issues, prepare work for execution, and provide data-driven insights to technical and non-technical stakeholders. This is a contract role based in Rosemead, California, with a hybrid workplace.
Requirements
- Strong data background and project management experience.
- Experience in data analysis, operational planning, asset management, work management planning, program controls, or business operations.
- Expert-level experience.
- Ability to work with large datasets and transform data into actionable operational plans.
- Skills in data analysis, operational planning, asset management, work management planning, program controls, business operations, stakeholder coordination, quality assurance, utility planning, and operational excellence.
- Knowledge of Excel features and methods including pivot tables, XLOOKUP, VLOOKUP, data validation, Power Query, and complex formulas.
Nice To Haves
- Scheduler or planning experience.
- Experience or skills with Power BI, Tableau, SQL, SAS, or GIS.
- Experience or skills in PMO, workforce planning, inspection programs, capital project planning, vegetation management programs, or wildfire mitigation programs.
Responsibilities
- Manage, organize, and analyze large datasets containing 200,000 or more records or assets.
- Use advanced Excel and database tools to support planning, reporting, forecasting, and operational decision-making.
- Develop and maintain work plans based on business priorities, operational guidelines, and established planning criteria.
- Support workload forecasting, resource planning, and prioritization of maintenance, inspection, and capital work programs.
- Identify trends, data-quality issues, and opportunities for process improvement.
- Review and validate scopes of work for completeness, accuracy, and compliance with planning requirements.
- Evaluate operational constraints, including geography, resource availability, seasonal impacts, and regulatory requirements.
- Identify planning conflicts, execution risks, logistical issues, and data discrepancies.
- Ensure work plans are operationally feasible and aligned with established priorities and guidelines.
- Collaborate with planning, operations, engineering, project management, and other cross-functional teams.
- Communicate planning assumptions, priorities, scope requirements, and recommendations.
- Support issue resolution, work execution readiness, and ongoing planning activities.
- Provide data-driven insights and recommendations to technical and non-technical stakeholders.
