About The Position

The Oregon State Board of Nursing (OSBN) is seeking a passionate and dedicated Operations and Policy Analyst (OPA) 4-Nursing Policy to join their team. This role is critical in upholding OSBN's mission to protect the public through regulatory excellence and promoting the wellness of nursing professionals. This position offers the opportunity to evaluate current and analyze emerging state and federal nursing practice policies and rules, research legislation impacting nursing practice, conduct periodic reviews of administrative rules, and draft rule changes. The role also involves participating in legislative activities, representing the agency in communications and outreach, and contributing to agency operations and activities, including providing functional guidance to IT staff and developing documentation and training materials.

Requirements

  • A Bachelors Degree in Nursing or any degree demonstrating the capacity for the knowledge and skills; AND Five years professional-level evaluative, analytical and planning work related to one or more of the key functions identified in the job posting.
  • OR Any combination of experience and education equivalent to eight years of experience in one or more of the key functions identified in the job posting.

Nice To Haves

  • A Masters Degree in Nursing OR a Doctorate Degree in either Nursing (DNP) or Education (EdD or PhD)
  • Possess an unencumbered Oregon Registered Nurse (RN) License
  • Three years' experience as a Registered Nurse (RN)

Responsibilities

  • Evaluate current, and analyze emerging or changes to, state and federal nursing practice policies and rules.
  • Research state and national bills, laws, and regulations that impact the practice of nursing.
  • Evaluate alignment with current rules and policies of the Board of Nursing.
  • Conduct periodic review of existing administrative rules and regulations; evaluate for alignment with current policy; recommend and formulate plans based on current nursing practice and intended outcomes.
  • Draft administrative rule change and updates.
  • Lead, plan and coordinate research projects.
  • Summarize findings and recommendations.
  • Write issue papers based on research findings.
  • Address practice concerns regarding RN/LPN practice-provides consultative expertise to board staff regarding practice questions or concerns as needed.
  • Participate in Legislative Activities.
  • Explain policy issues and the effect of proposed legislation to state legislators and executive team.
  • Review and track state and federal legislation; prepare testimony; analyze bills and propose amendments to pending bills; monitor implementation of legislation.
  • Oversee preparation of briefing materials about Oregon programs for state lawmakers, the Governor’s office and the Board.
  • Communications and Outreach.
  • Develop and provide education resources to the public about nursing regulation.
  • Represent the agency and communicate policy direction at cabinet-level meetings, before boards and commission of other agencies and before the state legislature.
  • Coordinate and facilitate rule advisory meetings.
  • Write articles for OSBN Sentinel publication.
  • Agency Operations and Activities.
  • Give functional guidance to IT staff during development of program coding; test and quality check system functioning; manage issues and solve errors encountered during the testing process; approve final system programs.
  • Develop documentation, manuals and training; recommend operating policy and procedures and implementation strategy to bring into effect system enhancements.
  • Evaluate forms and record systems to ensure compliance with program goals, policies, and regulations.
  • Propose revisions/modifications.
  • Collaborate with IT personnel to develop needed reports and datasets.
  • Other duties as assigned.
