About The Position

The Transportation Planning and Management Division (TP&M) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TP&M is seeking motivated candidates to work on issues related to supporting the agency’s automated enforcement efforts and AEU Initiative through time lapse capture, data collection and analysis, high resolution image documentation and the adoption of new innovative strategies for a newly created Data Collection Unit (DCU); this unit will fall under the Public Engagement Group (PEG), a critical outreach support team for the TP&M Division. PEG supports Vision Zero safety initiatives cited in the agency's Strategic Plan and NYC Streets Plan and has been critical to the agency's public engagement strategy. PEG also provides capacity for public input in the development of Street Improvement Projects (SIPs) and supports the explicit goals of Project-Based Outreach and Public Awareness. Under the direction of PEG, the candidate will serve as DCU’s Operations Analyst (OA), reporting directly to the Data Collections and Operations Lead (DCOL).

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above.
  • All candidates must have at least one year of experience as described in "1" above.
  • New hires must reside in NYC for the first two years of employment.

  • Comfortable working closely with Project Managers in assessing needs for video captured from the field.
  • Experience managing and supervising direct reports.
  • Experience using cameras for high resolution image capture.

Responsibilities

  • Assist the DCOL in working on tasks related to database management, archiving, and the testing and development of new tools for time lapse capture and analysis in support of automated enforcement.
  • Deploy to the field to capture Official Project Imagery (OPI) aerial photographs, providing high resolution “before and after” images from elevated positions aboard bucket trucks along project corridors and intersections.
  • Assist in reviewing and analyzing time lapse footage to present to Project Managers (PMs).
  • Help catalog recorded video images to be maintained as a reference and resource for planners.
  • Carry out operations in the field to assist with the collection of recorded videos for review and analysis.
  • Manage and place hard assets (i.e. time lapse cameras) for the documentation of traffic conditions along streets and corridors for traffic assessment and planning.
