About The Position

The Southeastern Pennsylvania Transportation Authority (SEPTA) is seeking to hire candidates for the Operations Analyst I (5204) position. This role is responsible for assisting the Director of Contract Compliance with program/project support, including various administrative and technical duties such as analytical and data reporting, and supporting the needs of the Contract Compliance section.

Requirements

  • Bachelor’s degree required with some previous analytical experience preferred.
  • An equivalent combination of experience and education (two (2) years of experience equates to one (1) year of formal education) may be considered in lieu of the Bachelor’s degree requirement.
  • Strong personal computer skills required.
  • Must be proficient in Power BI, MS software, and Crystal reports applications as well as familiarity with Access.
  • Ability to prepare reports and maintain written as well as computer-based records required.
  • Strong interpersonal skills required to deal effectively with a wide range of individuals at all levels and a strong work ethic.
  • Excellent analytical, verbal, and written communication skills required.
  • A review of employee’s work record will be performed as part of the interview/selection process.

Nice To Haves

  • Familiarity with multi-modal public transit systems - i.e., Bus/Light Rail/Heavy Rail/Commuter Rail/ Paratransit operations preferred.

Responsibilities

  • Develop analytical reports for the Access fleet, identifying trends related to vehicle equipment and mechanical failures for corrective actions and overall fleet size.
  • Analyze on-time performance (OTP) data for contractors, drivers, and associated tours, processing and documenting all data into a demand response scheduling database.
  • Coordinate and document the retirement and receiving of Access vehicles in both the demand response scheduling and vehicle maintenance databases.
  • Manage the online database for all Access safety-sensitive staff, tracking new hire due dates, annual due dates, and driver license expiration dates.
  • Track and record all contractors' liquidated damages, driver terminations, compliance holds, and vehicle maintenance.
  • Prepare monthly forms for the National Transit Database (NTD).
  • Fill out forms for new buses and prepare paperwork for the transfer of buses when contracts end.
  • Develop and run specified reports to target compliance using a vehicle maintenance database for the Access Compliance Director and Officers.
  • Measure the effectiveness of established maintenance programs, report on findings to the immediate manager, and recommend changes to improve vehicle reliability, availability, cleanliness, and safety.
  • Maintain and update internal Access Key Performance Indicator (KPI) reports required for SEPTA and the FTA on a monthly, semi-annual, or annual basis.
  • Analyze contractor driver's records for valid/current licenses in accordance with applicable State laws and review submitted criminal abstracts for contract adherence, notifying the Compliance Director and contractors of any violations.
  • Coordinate the resolution of motor vehicle violation issues with city and state agencies, ensuring contractors resolve issues in a timely manner, and record/update all transactions in appropriate databases.
  • Establish and maintain a digital library for organizing and filing of all Access Paratransit contracts and related documents, improving access and allowing systematic tracking of contractual changes. Provide periodic reports to the Director of Contract Compliance with key performance indicator (KPI) and other statistical information pertaining to Paratransit operations.
  • Provide documentation as required for contractual issues arising through review of the daily Control Center reports and review with the Director of Contract Compliance for contractual remedies.
  • Perform other duties as assigned.
