About The Position

The City of Port St. Lucie is seeking an Operations Administrator for the MidFlorida Event Center. This role is responsible for the management of the Facilities side of the Operations Team, focusing on servicing, repairing, and maintaining the Event Center and its grounds, as well as related equipment. The position may also assist with event coordination, set-up, breakdown, cleanliness, and overall appearance. The Operations Administrator ensures compliance with safety and building codes, promotes efficiency, manages budgets, recommends enhancements, and maintains quality of service. This role is crucial for fostering public trust and confidence in the City. The starting annual salary ranges from $96,373.68 to $110,829.73, depending on qualifications. This is an 'Essential Position' requiring 24/7 availability during City emergencies.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in an industry related field, or similar/equivalent experience in the areas of Facilities Management or Building Engineering/Maintenance is required.
  • A minimum of eight (8) years of progressively responsible experience in operations management within a similar public facility, with experience overseeing areas of Engineering, Building, and Grounds, Technical Services, including ADA and OSHA compliance, Public Safety, Security, Custodial Services, or Event Services is required.
  • Supervisory experience is required.
  • A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
  • Excellent organizational skills with the ability to prioritize and manage multiple projects, vendors competing deadlines and deliverables simultaneously.
  • Strong written, verbal, and interpersonal communication skills, with the ability to effectively interact with management, staff, vendors, and others.
  • Ability to effectively supervise staff and work independently with limited supervision while effectively contributing as a team member.

Responsibilities

  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Directs, supervises, and schedules all aspects of Operations Division, including engineering; building and grounds; warehouse operations; ensure compliance with Americans with Disabilities Act (ADA) and Occupational Safety and Health Administration (OSHA) compliance; and Public safety.
  • Coordinates the Facilities Division activities with other internal departments and event-related activities to ensure the facility’s readiness and smooth operation of events.
  • Full oversight of the day-to-day operation of the facilities warehouse and the contents within.
  • Full oversight and management of the facilities fire control and security systems.
  • Ensures that the Facilities Division receives pertinent information for the most effective use of the Event Center and staffing.
  • Directs maintenance of the Physical Plant, systems, equipment, and vehicles.
  • Works closely with the City’s Facilities Maintenance Department to ensure applicable maintenance is conducted when needed and in such a manner as not to interfere with event related activities.
  • Implements and updates (as needed) the Facilities Division rules, regulations, policies, and procedures.
  • Provides clear, concise, and timely communication of directives to other departments.
  • Develops harmonious working relationships with all key stakeholders both internal and external to the Event Center.
  • Oversight of Event Management System (EMS).
  • Assists in the preparation of the annual operating budget and recommends capital budgets for one (1) and five (5) year long-range repairs and improvements to the Event Center.
  • Authorizes the requisition of equipment and supplies within budget guidelines.
  • Provides yearly inventory of all equipment.
  • Knows and ensures all laws, codes, ordinances, policies, procedures, Risk Management, safety precautions, rules/regulations, and emergency procedures are followed.
  • Develops programs to train all employees on fire/life safety, emergency, and OSHA procedures along with conducting refresher training.
  • Investigates, analyzes, and resolves operational problems and complaints.
  • Conducts periodic staff meetings to discuss procedures, problems, and policy changes.
  • Works closely with the Deputy Director and Assistant Director in the preparation and negotiation of service agreements.
  • Reviews contracts for compliance with events and/or government specifications and suitability for occupancy.
  • Manages/negotiates with vendors, contractors, and/or service providers.
  • Maintains vendors log for work performed.
  • Develops and implements preventive maintenance schedules, emergency procedures, safety, and Risk Management policies in compliance with all governmental regulations.
  • Responsible for the yearly Hurricane Action Plan to ensure it is up to date and photographic evidence has been completed and delivered on time per Risk Management’s schedule.
  • Acts as liaison to public utility, environmental, and energy agencies.
  • Implements energy-saving guidelines.
  • Coordinates and oversees special projects, such as construction, remodeling, or expansion.
  • Plans and directs outside vendors/contractors' work to ensure compliance with contracts and safety requirements.
  • Perform a yearly assessment of the entire Event Center and grounds to compile a thorough priority list of maintenance, enhancements, and CIP recommendations.
  • Partners with the Event Center’s Finance team to ensure that vendors have been properly vetted, invoices for work and that services performed are delivered promptly.
  • Conduct effective record keeping that can be repurposed for the annual budget process.
  • Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees, in conjunction with the Assistant Director and Human Resources; addressing complaints and resolving problems.
