About The Position

CACI is seeking an Operational Research and Systems Analyst who will perform Technical Analysis and assist in the collection and dissemination of information to U.S. and coalition forces, on a need-to-know basis, concerning target device TTPs, technology, and unmanned threat platforms such as Unmanned Aerial Systems (UAS) and Unmanned Maritime Systems (UMS) (above and below surface). This position will support JIATF-401 at the Pentagon in Arlington, VA with potential temporary travel or deployment as customer needs dictate.

Requirements

Current and Active TS/SCI Security Clearance.
Requires Military Intelligence MOS background and have completed formal military intelligence training/school.
BA/BS and 4+ years of experience; AA/AS with 8+ years; HS/GED with 10+ years of recent specialized experience.
Demonstrate experience and understanding in HUMINT, SIGINT, ELINT, FISINT, and IMINT intelligence disciplines and the ability to fuse disparate data into completed reports.
Understanding of threat device engineering and function.
UAS and Counter UAS platforms and hands on instruction.
Experience and the Ability to integrate UAS and C-UAS TTPs into Operational and Intelligence Planning.
Demonstrate understanding of ISR Operations Collection Strategy, Planning, and Execution.
The ability to identify UAS and UxS.
Must demonstrate ability to provide analysis to identify trends on target devices and TTPs.
Proficient in utilizing standard MS Office computer applications and intelligence related automation to support analytical efforts and product development.
Proficient in utilizing specialized intelligence tools to create final products.
Possess strong research, analytical, and writing skills as well as briefing skills to include the ability to clearly articulate information to different audiences.
Capable of effectively operating as a member of an analytical team from a remote location in support of CJOA requirements.
Experience providing intelligence support regarding issues within the CENTCOM AOR or other specific COCOMs.

Knowledge of and ability to perform analysis on the latest Commercial Based and emerging Technologies that could be utilized by advisories and articulate how use of that CBT would affect DoD capability.
Demonstrate knowledge on the use of electronic signature detection equipment, technical expert for identification, function, and tactics involving Counter-Improvised threat, including integration with associated equipment, and reporting entities.
Able to support training with Tactical Air Threats to include Groups 1-3+ UAS, familiarization with threat components and show familiarization with the creation of briefings / exercises and able to provide over the shoulder instruction to DOD members on how to detect modified home-made and Defense Industry designed / produced UAS.
Able to identify and characterize Counter-UAS and UMS detectors/indicators and compatibility with associated training devices, Electronic Countermeasures, and integration of multiple capability detectors.
Demonstrates ability to supports over the shoulder support within various levels of Commands on familiarization on threat UAS and UMS.
Able to identify and characterizes Counter-UAS and UMS detectors / indicators and compatibility with associated training devices, Electronic Countermeasures, and integration of multiple capability detectors.
Able to deliver over the shoulder support from the Tactical to Strategic level as it relates to UAS and UMS exploitation across multiple Intelligence Disciplines (ELINT, SIGINT, IMINT, HUMINT, and FISINT) and show knowledge on how to publish findings to the greater DoD.
Demonstrates ability to provide over the shoulder support to DoD personnel on UAS and ISR Capabilities for a wide range of Threat Actors to include CT and Near-Peer adversaries in order to inject TTPs and Capabilities into training and real-world application.
Able to provide ISR Operations expertise on detecting and collection on adversary UAS and UMS systems and provides recommendations to US and Multinational partners on best practices.
Able to deliver a detailed understanding of threat network associated TTPs and Intelligence integration in order to establish and maintain best collection methods and strategies with ISR Platforms.
Demonstrates ability to develop technically oriented training programs that integrate all aspects of collection platforms, Intelligence reports and build a comprehensive training inject that exercises specific connectivity with various agencies, higher headquarters.

Demonstrates understanding in the mechanical function and design of Air Threats to include structural, propulsion, and weapons capabilities.
Conduct Intelligence Preparation of the Battlefield (IPB) for identified locations using knowledge of current CBT TTPs and availability of commercial technologies.

Responsibilities

Conduct all-source analysis and assist in the collection and dissemination of information to U.S. and coalition forces, on a need-to-know basis, concerning target device TTPs, technology, and safe handling procedures.
Utilize various intelligence disciplines (e.g. TECHINT, SIGINT/CYBER, HUMINT, MASINT, etc.) from all levels of classified information.
Ability to travel CONUS and OCONUS (to include possible conflict areas) on short notice in order to disseminate relevant threat information as directed by customer requests.
Provide high-level subject matter proficiency and advanced technical knowledge of highly specialized applications and technology support to DEVCOM C5ISR Center for Counter-Improvised Threat devices, equipment, software, and training, this includes all manners of improvised threats from Counter UAS to Counter UMS.
Works under general supervision with some degree of independence.
Possesses intermediate technical skills and is knowledgeable and experienced in most aspects of a program or functional area.
Provides Journeyman level expertise and operational analysis for Counter-Unmanned Systems (C-UxS) and Counter-small Unmanned Aircraft Systems (C-sUAS) operations across one or more warfighting domains.
Analyzes service-specific requirements, operational concepts, and Tactics, Techniques, and Procedures (TTPs) for C-UxS/C-sUAS employment.
Domain specializations include but are not limited to: Maritime operations (Navy Afloat and Army Watercraft), Fixed Site/Point and Base Defense operations (Air Force and Navy Ashore), and Ground operations (Dismounted and Mobile, Army and Marines).
Conducts operational analysis of C-sUAS threats, vulnerabilities, and capability gaps within the assigned domain.
Develops and recommends domain-specific C-UxS solutions, integration strategies, and operational procedures.
Coordinates with service component representatives, Joint staff, and interagency partners to ensure C-UxS capabilities meet domain-specific operational requirements.
Supports test events, training exercises, and vulnerability assessments with domain expertise.
Prepares analytical reports, briefings, and recommendations for senior leaders and stakeholders.
Research unclassified and classified databases for use in written products.
Monitor and analyze strategic and operational intelligence information.
Research support to analysts who produce Intelligence Community reports and briefings as well as direct support to current operations.
Research, author, and coordinate threat assessments to support the Commander and/or leaders in the U.S. civilian intelligence community.
Present, discuss, and defend assessments to intelligence community and technical community.
Assist with development and maintenance of analytical policies and procedures.
