Spektrum is seeking an Operational Research and Analysis Expert to support key client projects, specifically with the NATO Communication and Information Agency (NCIA). The NCIA is responsible for providing secure and effective communications and IT services to NATO members and partners, covering areas like Cyber Security, Command and Control Systems, Satellite Communications, Electronic Warfare, and Information Management. This role will support the Assistance and Advisory Service (AAS) program, which is crucial for delivering NATO's C3 capabilities and maintaining its IT infrastructure. The position is part of a broader effort to enhance NATO's capability delivery model, driven by increased funding and the need for faster, more efficient delivery of capabilities such as Communications and Information Systems (CIS) and platform acquisition. The Operational Analysis Branch, where this role sits, provides analysts to program teams to support evidence-based decision-making in requirements derivation and programmatic planning. Operational Analysis (OA) is used interchangeably with Operations Research (OR) and Operational Research. The role will involve contributing to Course of Action (COA) analysis and Analysis of Alternatives (AoA) to mature NATO capability requirements, define programmatic structures, and ensure value for money in program plans. COA analysis supports capability development by determining appropriate methods and architectures, while AoA helps in selecting acquisition strategies by assessing options based on cost, risk, schedule, and operational effectiveness.
