About The Position

The New York City Department of Health and Mental Hygiene (NYC DOHMH), a large public health agency serving 8 million New Yorkers, is undertaking a new initiative funded by the Centers for Disease Control and Prevention (CDC) to modernize its data infrastructure and capabilities. This initiative aims to improve public health outcomes, including those related to COVID-19, and rebalance investments to serve communities more equitably. The selected candidate will be an employee of Public Health Solutions (PHS), the grant's fiscal and administrative manager, but will work under the supervision of DOHMH. The Center for Population Health Data Science (CPHDS), established in October 2023, is leading critical data modernization efforts to make data more accessible, timely, equitable, usable, and protected. The Bureau of Data Technology and Standards, Data Governance and Informatics (DGIU), is seeking a Data Governance Coordinator, Open Data, to manage the disclosure of DOHMH's public data assets on the NYC Open Data portal, ensuring compliance with the Open Data Law (Local Law 11 of 2012). This role is crucial for making health data available to constituents, fostering health equity, streamlining communication, and promoting social and economic opportunities. The coordinator will report to the Data Governance Implementation Manager and will be instrumental in developing and maintaining processes for data disclosure, liaising with various internal and external stakeholders, and supporting the agency's data modernization efforts.

Requirements

  • Bachelors or Masters’ degree in a relevant discipline (information management, public health, law)
  • Previous experience working in fields related to data governance, health compliance and/or in health information and communication technology, for at least 2 years.
  • Capacity and willingness to learn how to use the NYC Open Data Portal, GitHub, AirTable, Visio, SQL, Microsoft 365 tools, and Adobe Acrobat.
  • Must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.

Responsibilities

  • Engage DOHMH stakeholders to promote the importance of making health data available to NYC constituents, identify eligible datasets, and ensure timely data and documentation deliverables for Open data.
  • Creatively engage with DOHMH programs to help them showcase their data in Open Data.
  • Liaise with DOHMH information technology, legal, communications, and data steward personnel to ensure requirements are met and to prepare and deliver the agency’s Annual Open Data compliance plan.
  • Coordinate with DOHMH communications staff to perform public outreach and presentation with the aim of increasing strategic use of the City’s datasets and to comply with OTI requirements.
  • Coordinate and communicate with the DOHMH General Counsel Freedom of Information Law (FOIL) Office to determine FOIL requests that are Open Data eligible.
  • Liaise with DOHMH stakeholders to prepare data for publication.
  • Collaborate with DOHMH statistician privacy liaisons to ensure data confidentiality and to structure public health datasets for Open Data release, where needed.
  • Ensure data prepared for publication are appropriately formatted and machine-readable while meeting the requirements of OTI.
  • Review data asset data dictionaries and corresponding metadata and documentation to ensure they meet OTI requirements prior to publishing.
  • Maintain governance tracking and communication systems keeping up-to-date contact information and timely, accurate and complete deliverables.
  • Address any delays or missed deadlines of data and metadata releases.
  • Address Open Data public inquiries through the coordination of responses from DOHMH data managers.
  • Liaise with the Division of Information Technology’s security and technical personnel to coordinate the automation of data updates, which will ensure the continuity of data availability.
  • Prepare and maintain documentation to support all operations pertaining to Open Data.
  • Document the rationale and justification for tools and services needed to maintain DOHMH compliance with Open Data.
  • Support the Data Governance and Informatics Unit in data governance operations, including scheduling meetings, developing agendas, documenting project conversations, and following up on next steps to ensure task completion.
  • As needed, support the DOHMH data agreements process which includes monitoring inboxes, developing and reviewing document templates, and coordinating with the DOHMH Office of General Counsel (OGC).
