About The Position

Nscale is seeking an experienced and hands-on Onsite Safety Manager to lead Health, Safety, and Environmental (HSE) delivery across the Monarch Compute Campus construction site. This is a 2,250+ acre, multi-gigawatt build comprising three hyperscale data center buildings, 864 Caterpillar reciprocating gas engines, switchgear and substation infrastructure, and supporting gas and water systems. The role reports to Nscale's construction leadership and will own the day-to-day site HSE program, partnering closely with EPC and trade contractors to ensure worker safety. This is a high-visibility role on an ambitious AI infrastructure build with executive support, aiming to set the safety culture for an organization that will scale to 700+ on-site personnel during Phase 1.

Requirements

  • 10+ years of progressive HSE experience on large industrial, power generation, or mission-critical construction projects — with at least 3 years as the senior on-site HSE leader.
  • CSP, CHST, OHST, or equivalent professional certification; OSHA 510 / 500 strongly preferred.
  • Strong working knowledge of OSHA, EPA, NFPA 70E, and West Virginia HSE regulatory requirements.
  • Confident communicator able to influence executives, trade workers, contractors, and regulators alike.
  • Willing and able to be on-site in Point Pleasant, WV, full-time during active construction.
  • A genuine safety leader — someone who believes every incident is preventable and acts accordingly.

  • Direct experience on data center, gas-fired power, or comparable mission-critical builds preferred.

Responsibilities

  • Own, implement, and continuously improve the site HSE plan, emergency response plan, and site-specific safety procedures for the Monarch Compute Campus.
  • Set the safety culture across Nscale and contractor personnel through visible leadership, daily site presence, and proactive engagement.
  • Establish leading and lagging HSE indicators and report performance to project, regional, and executive leadership.
  • Provide day-to-day HSE oversight of all construction activities including civil, structural, MEP, gas piping, switchgear, generator install, and commissioning.
  • Lead and participate in daily safety walks, pre-task plans, JHAs, and toolbox talks.
  • Manage permit-to-work systems including hot work, confined space, energized electrical work, lifts, and excavation.
  • Ensure full compliance with OSHA 29 CFR 1926 (construction) and 1910 (general industry) standards, EPA, WVDEP, and applicable Mason County requirements.
  • Maintain OSHA 300 / 300A logs and all required HSE documentation, postings, and training records.
  • Liaise with regulators during site inspections and ensure timely response to any findings or notices.
  • Pre-qualify EPC and trade contractors on HSE; review and approve contractor site safety plans.
  • Lead site orientation, training, and badging for all workers and visitors.
  • Drive contractor accountability through performance scorecards, audits, and corrective action tracking.
  • Lead incident response, investigation, root cause analysis, and corrective action implementation for all HSE events, near-misses, and observations.
  • Conduct trend analysis and share lessons learned across the project and broader Nscale portfolio.
  • Champion a stop-work culture and ensure all personnel have the authority and obligation to stop unsafe work.
