About The Position

This is a professional and strategic job responsible for aligning organizational objectives with employees and management in designated functions or departments. The Occupational Safety Business Partner serves as a consultant to management on safety program related issues. The incumbent in this job will act as an employee champion, organization advocate and a change agent. The Occupational Safety Business Partner assesses and anticipates safety program related needs in the organization or within specific business units and proactively works with the departments to develop integrated solutions. The Occupational Safety Business Partner has a wide range of safety program management knowledge to formulate the appropriate partnerships across risk and safety management functions and deliver value-added global solutions to management. The Occupational Safety Business Partner maintains an effective level of business literacy about the departments and unit’s objectives, financial position, its strategic plans, and its culture.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in, occupational safety & health, industrial hygiene, or a related field; AND Five years of experience in, accident prevention, incident investigation, automobile accident investigation, investigation data trend analysis, workers compensation injury investigations and related training experience.
  • Three years of experience working with the OnBase Incident Reporting System; OR An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above. (For education and experience only, does not include legally required Licenses or Certifications.)
  • Frequent need to walk and stand in areas of height, rough surfaces, outdoor environments, maintenance areas, dusty and dirty areas, roadways or traffic work zones, confined spaces, around heavy machinery, electrical, chemical, trenches, excavations, welding areas, mechanical areas, water plants, wastewater plants, ditches, canals, boat ramps, parks, waterways, and docks.
  • Outdoor environments may include hot or cold, wet, or dry locations and all hours of county operations.
  • May occasionally lift and/or move up to 50 pounds.

Responsibilities

  • Mentors and trains assigned staff.
  • Determines priorities, schedules, and assigns work as required.
  • Acts on the behalf of the County Safety Manager at meetings and functions and/or when the County Safety Manger is out of office.
  • Additionally perform Industrial Hygiene Surveys to include: Hazardous Noise Assessments, Ergonomics Evaluations, Illumination Studies.
  • Plans and establish annual inspection schedule.
  • Ensure facilities/sites are inspected as required.
  • Develop & maintain a tracking system of safety open action items.
  • Partners with project managers, site managers with contractor site safety requirements.
  • Advises management and staff in times of high hazards and provides guidance to resolve the situation.
  • Coordinates, contributes to the preparation, planning and execution of the Quarterly Safety Action Counsel (SAC) Meetings with County Leadership. (Reviews with Safety Manger for final SAC agenda).
  • Assigns topics for discussion and training at SAC meetings.
  • Creates and maintains a listing of all assigned primary and secondary Safety Liaisons.
  • Perform other related duties as assigned.
  • Provides input and feedback to the Safety Manager in the production, review and implementation of safety program documents, forms, checklists, and procedures.
  • Coordinates with the Safety Manager and staff in the development, design, orientation, and implementation of: New safety programs, New safety training, Emergency Action Plans.
  • Responsible for the development and distribution of safety communications.
  • Promotes the S.A.F.E.R Program initiatives.
  • Conducts analytical review of the trends associated with departments loss prevention programs.
  • Creates, maintains, and updates the RM&S COIN Webpage.
  • Coordinates work between the AED vendor and Human Resources Contracts Manager.
  • Assist the Safety Manager in the management of the AED Contract and purchase orders.
  • Contributes to the specifications and administration of future contracts in support of this program.
  • Determines AED inspection and replacement schedule based on manufacturer’s instructions and expiration dates.
  • Assist Safety Specialist if needed on what PPE may be warranted for a specific operation.
  • If required performs additional in-depth analysis to upgrade or downgrade PPE requirements. Analysis and recommendations would be based on manufacturer’s instructions Safety Data Sheets, NIOSH Equipment Listing and NIOSH Pocket Guide.
  • Recommended based on county contracts on where required PPE maybe purchased to resolve workplace requirements.
  • Collaborates with the Safety Manager with the design, development and implementation of safety and health training courses.
  • Administrator of the Oracle Cloud System for RM&S Courses and partners with Human Resources Training Team in the maintain, update, and configure courses.
  • Builds and fosters partnerships/connections with peers, colleagues internal and external of the County.
  • Must certifications: Powered Industrial Trucks (Forklift) Instructor, First-aid/CPR Instructor, First-aid/CPR IDC Trainer, Stop The Bleed Instructor, AED Instructor, Defensive Driving Instructor, OSHA Outreach Instructor for either 10/30 Hr. General Industry or Construction Courses.
  • Prioritize safety training courses based on workplace hazards to ensure compliance.
  • Identifies any new safety training needs as necessary; coordinates with appropriate personnel to ensure training is scheduled at required intervals.
  • Reviews new regulations and recommends proper compliance strategy.
  • Serves as the conduit with organizations related safety; communicates through reports and written correspondence.
  • Research information and training resources; contacts educational institutions and private vendors regarding training needs and programs.
  • Reviews current and prospective training resources; research online training, video based training and other training references.
  • Maintains administrative records for training.
  • Updates training database.
  • Issues certificates for completion of training.
  • Maintains training library and checks materials out to employees.
  • Obtains training materials and updates electronic training materials.
  • Maintains and monitors training budget and recommends budgetary needs to meet training objectives.
  • Special Projects: Insurance Underwriters Site Evaluations, Safety Road Map of Yearly Operations, Safety Month, Safety Outreach Summitt, Safety Subject Stand-downs, Hot Topics Working Groups, Trauma Kit Program: Performs the inspection, inventory, and deployment of the kits. Perform liaison between the vendor and Human Resources Contracts Manager.
  • Assist the Safety Manager with the management of the BPA Contract and assist in the specifications and administration of future contracts in support of this program.
