At the direction of the Bechtel NS&E Manager of Security, the Nuclear Security Manager is responsible for managing security at NS&E Commercial Nuclear Projects in support of the Bechtel scope of work. Develops and implements Global Business Unit (GBU) commercial nuclear security policies, procedures and briefings. Oversees project security teams at all NS&E Commercial Nuclear Projects.

Requirements

  • Bachelor’s degree in Business Management, Security Management or other related fields and 13-15 years of professional experience in Commercial Nuclear Security Functions. In lieu of a degree, 17-19 years equivalent Commercial Nuclear Security work experience of which 8 years must be experience in a supervisory or management position.
  • US Citizenship
  • Must be able to comply with the DOE’s regulation 10 CFR Part 810 citizenship requirements
  • Working knowledge of and experience in 10 CFR 810 requirements and implementation
  • Must be able to complete pre-employment background check, physical and drug screen.
  • Experience in Commercial Nuclear Security EPC projects.
  • Knowledge of Federal, State and International Regulations/Laws as they relate to Commercial Nuclear Security.
  • Excellent oral and written communication skills.
  • Demonstrate good computer skills; knowledge of MS Word, PowerPoint and Excel.

Responsibilities

  • Provide overall leadership and accountability for physical, information, and personnel security across NS&E Commercial Nuclear Projects, ensuring full compliance with 10 CFR Part 73, DOE O 474.3B, IAEA INFCIRC/225/Rev. 5, and host-nation requirements.
  • Lead the development, implementation, and continuous improvement of project-specific security plans, including Design Basis Threat (DBT) analyses, vulnerability assessments, insider threat programs, and force-on-force exercises.
  • Identify security deficiencies and ensure timely, effective corrective actions.
  • Develop and oversee security strategies and programs to respond to incidents and evolving threat conditions, mitigating risk to personnel, assets, information, and customer property.
  • Direct and supervise investigations involving threats or acts against Bechtel personnel, property, or interests at commercial nuclear projects.
  • Plan, organize, and lead nuclear security staff, ensuring compliance with all legal, regulatory, corporate, and customer requirements.
  • Serve as the primary security liaison with federal regulators (NRC, DOE/NNSA), host-nation authorities, the U.S. intelligence community, and local law enforcement, representing Bechtel during inspections, audits, and incident response activities.
  • Implement security awareness and training programs to promote a secure work environment across NS&E Commercial Nuclear Projects.
  • Develop and manage security budgets in alignment with approved funding and project requirements.
  • Represent the NS&E Manager of Security in engagements with clients, government agencies, and industry partners as required.
  • Conduct routine security assessments, drills, and exercises to ensure project readiness for a range of threat scenarios.
  • Act as the central point of contact for all security matters in the absence of a designated project security manager or team.
  • Lead preparation for and coordination of regulatory inspections, audits, and investigations.
  • Recruit, develop, and manage a team of qualified and certified security professionals.
  • Establish and maintain GBU security policies, procedures, and protocols for commercial nuclear projects, including physical, information (e.g., ECI, SRI, SGI), and personnel security documentation.
  • Support NS&E Business Development and Proposal teams on commercial nuclear pursuits.
  • Travel regularly to assigned project sites.
