About The Position

The Nuclear Quality Assurance Manager is responsible for leading and maintaining PGE’s Trojan Independent Spent Fuel Storage Installation (ISFSI) Quality Assurance Program (QAP), ensuring compliance with Nuclear Regulatory Commission (NRC) regulations, licensing commitments, contractual obligations, and applicable industry standards. This highly specialized role provides independent oversight of quality assurance activities supporting the safe storage of spent nuclear fuel and serves as the organization's subject matter expert on nuclear quality requirements. The position is responsible for evaluating program effectiveness, conducting audits and assessments, overseeing corrective action processes, and ensuring quality controls are consistently applied across safety-related activities. As a key regulatory and compliance leader, the Nuclear Quality Assurance Manager provides independent authority and oversight separate from operational, budget, and scheduling pressures. Reporting directly to the Trojan ISFSI Senior Manager with independent access to PGE’s Chief Operating Officer, this role ensures the integrity of the Quality Assurance Program while supporting continued compliance with federal licensing commitments. The successful candidate will bring deep nuclear quality assurance expertise, strong auditing and root cause analysis capabilities, and the ability to independently identify, escalate, and resolve quality and safety concerns while fostering a culture of continuous improvement and regulatory excellence. This position is based at PGE's Trojan Nuclear Facility in Rainier, Oregon, and is expected to align with facility operating schedules and business needs.

Requirements

  • Bachelor's Degree in Engineering or related technical field.
  • Typically 8 years of nuclear quality assurance experience, with at least 3 years in an oversight or supervisory role.
  • Experience with NBIC, NUPIC, and NIAC audit processes.
  • Strong understanding and practical application of nuclear safety culture principles.
  • Excellent communication and leadership skills.
  • Ability to interpret and apply nuclear regulatory requirements.
  • Certified Quality Engineer
  • Certified ASME NQA-1 Lead Auditor
  • Certified Level III Inspector
  • NQA-1 Root Cause Analysis

Responsibilities

  • Directs and manages the Trojan ISFSI Quality Assurance Program in accordance with PGE-8010 requirements.
  • Assures independent oversight of QAP implementation through QA audit, surveillance and inspection, to verify that the QAP, applicable policies and procedures, applicable laws and regulations, and applicable codes and standards are effectively implemented.
  • Maintains authority and organizational freedom to identify quality problems, recommend solutions, and verify implementation.
  • Ensures compliance with NRC regulations, including 10CFR21, 10CFR20, 10CFRPart 72, 10CFR 71, 10CFR73, Oregon Department of Energy, and other applicable requirements.
  • Reviews and approves quality-related documents, procedures, and work instructions.
  • Conducts and coordinates quality assurance audits, surveillances, and inspections with Security and Operations.
  • Evaluates suppliers and maintains the Approved Suppliers List (ASL).
  • Coordinates and conducts, as necessary, Supplier evaluations including initial qualification via audit, review of third-party audits or accreditations; annual reviews; QA manual approvals; post-award audits, surveillances, source verification and inspections.
  • Supports procurement activities, including development and maintenance of the procurement Q-List, reviews and approves procurement documents to ensure incorporation of applicable quality requirements.
  • Participates in and fosters Corrective Action Program implementation, including membership in the Trojan Condition Review Group (CRG), and verifies adequacy of applicable causal analysis, corrective action plans and implementation of corrective actions.
  • Prepares 10 CFR 72.48 evaluations for proposed changes to the QAP, as required.
  • Develops and maintains QAP implementing procedures for QA/QC activities.
  • Conducts quarterly ISFSI performance reviews with the ISFSI Sr. Manager, Enterprise Security Sr. Director and PGE Chief Operating Officer using established program metrics.
  • Reports Quality Assurance matters directly to Chief Operating Officer.
  • Manages the quality records program.
  • Ensures qualification of QA staff, including certification of Lead Auditors and QC Inspectors.
