About The Position

Trillium Health Resources is seeking an NC ROOTS Regional Hub Procurement Manager to oversee all procurement and contracting activities for the NC ROOTS Hub. This includes managing sub-awards, vendor agreements, and partner contracts to ensure efficient, compliant, and timely deployment of funds and services. The role requires close collaboration with program leadership, finance, and legal teams to structure, execute, and manage contracts that support Hub initiatives. This position is critical for linking strategy, operations, and compliance, ensuring agreements are well-defined, properly executed, and tied to measurable outcomes. Please note that recruitment is contingent upon program funding approval, with the position effective June 1, 2026, and subject to funding status.

Requirements

  • Associate’s degree and three (3) years of experience in procurement, contracts management, grants management, or a related field, including experience managing complex contracts or sub-awards; OR Bachelor’s degree and one (1) year of experience in procurement, contracts management, grants management, or a related field, including experience managing complex contracts or sub-awards; OR Equivalent combination of education/experience.
  • Must have a valid driver’s license.
  • Must reside in North Carolina.

Nice To Haves

  • Degree in Business, Public Administration, Healthcare Administration, or a related field.
  • Experience with federal or state grant-funded programs (e.g., familiarity with 2 CFR 200).
  • Experience in healthcare, public health, or community-based program environments.
  • Experience developing RFAs/RFPs and managing competitive procurement processes.
  • Familiarity with North Carolina procurement or contracting environments.

Responsibilities

  • Lead procurement activities for the Regional Hub, including sub-award solicitations (RFAs/RFPs), vendor and partner contracting, and competitive procurement processes.
  • Draft, review, and manage contracts and sub-award agreements.
  • Ensure all procurement and contracting activities comply with state and federal requirements (e.g., Uniform Guidance / 2 CFR 200), NC ROOTS program requirements, and organizational policies and procedures.
  • Oversee the full contract lifecycle, including solicitation and selection, contract execution, amendments and modifications, and closeout.
  • Identify procurement and contracting risks, including delays in execution, ambiguities in scope or deliverables, and compliance gaps.
