About The Position

Trillium Health Resources is seeking an NC ROOTS Regional Head of Perinatal Program Development Manager to design, build, and operationalize a comprehensive, region-wide perinatal care model under the NC ROOTS Hub. This role involves integrating clinical care, community-based supports (like doulas and Community Health Workers), and social services to enhance maternal and infant health outcomes. The position focuses on developing scalable, evidence-based perinatal programs that cover the continuum of care from preconception to postpartum, ensuring collaboration among healthcare providers, community organizations, and public health systems. This recruitment is contingent upon program funding approval and may be delayed, modified, or withdrawn based on funding status. The position is expected to be effective June 1, 2026.

Requirements

  • Associate’s degree and three (3) years of experience in maternal and child health, public health, healthcare program development, including experience in the design or implementation of perinatal or maternal health programs; OR Bachelor’s degree and one (1) year of experience in maternal and child health, public health, healthcare program development, including experience in the design or implementation of perinatal or maternal health programs; OR Equivalent combination of education/experience.
  • Must have a valid driver’s license.
  • Must reside in North Carolina and within Region 2 of Trillium’s catchment area, which includes the following counties: Alleghany, Ashe, Davidson, Davie, Forsyth, Guilford, Randolph, Rockingham, Stokes, Surry, Watauga, Wilkes, and Yadkin.

Nice To Haves

  • Master’s degree in Public Health, Nursing, Healthcare Administration, or a related field.
  • Supervision of two (2) or more employees.
  • Experience with Medicaid populations and/or rural health systems.
  • Experience with CHW, doula, or community workforce models.
  • Familiarity with North Carolina perinatal systems and stakeholders.
  • Fully licensed by the State of North Carolina as a Registered Nurse (RN).

Responsibilities

  • Lead development of a comprehensive regional perinatal strategy aligned with NC ROOTS priorities.
  • Design and operationalize a regional Community Health Worker (CHW) and Doula coordination model.
  • Partner with the CMO and providers to align perinatal programs with clinical care pathways.
  • Translate strategy into clear implementation plans, timelines, and milestones.
  • Ensure all perinatal programs address racial, geographic, and socioeconomic disparities.
  • Identify regional workforce gaps in perinatal care and community support roles.
