About The Position

The Department of Natural Resources, Division of Mining, Land & Water, is recruiting multiple Natural Resource Specialist 2/3s in Anchorage. This position is open to Alaska Residents only. At the Natural Resource Specialist 3 level, the role involves working independently or as a team to develop resource analyses, plan designations, and management intent statements for specific parcels of state land. This includes utilizing programs like ArcGIS Pro for data evaluation and map creation, assisting other programs with land research, and preparing documents for land classification for sale or lease. The position also serves as a project manager for less complex planning projects. At the Natural Resource Specialist 3 level, the role is responsible for managing the plan development process for state lands, formulating land and resource allocation proposals, policies, management intent, and guidelines for large areas. This includes building and implementing public processes to convey complex information, conducting public meetings in high-stress situations, and representing the department on planning teams or advisory committees. The role requires interpreting policy issues, building trust with various agencies, developing expertise in planning and regulatory frameworks, and negotiating with parties who may not share the Department's perspective. Requirements

  • Environmental Science: Knowledge of the interdisciplinary concepts, principles, theories, and methods of investigating the natural and physical environment, including examination of ecology, biology, physics, chemistry, plant science, zoology, mineralogy, oceanography, limnology, soil science, geology and physical geography, atmospheric, and other related sciences in the protection and improvement of the environment and its resources.
  • Education in a natural resource field such as forestry, geology, agronomy, and hydrology, law, public administration, planning, economics, or a closely related field and/or progressively responsible professional experience in natural resource management.
  • Valid Driver’s License

Responsibilities

  • Develop resource analyses, plan designations and management intent statements for specific parcels of state land.
  • Utilize programs such as ArcGIS Pro to evaluate resource data, create resource maps, and depict resource data and other information in associated documents.
  • Assist other programs/sections with land research, and support other sections as needed to prepare mineral orders, plan amendments and other related documents to ensure state land is appropriately classified for sale or lease.
  • Serve as project manager for less complex and contentious planning projects.
  • Serve as the project manager in the development of plans for state lands that are managed by DNR.
  • Manage the plan development process, which includes formulating land and resource allocation proposals, policies, management intent, and guidelines for large areas of state lands.
  • Build and implement public processes to successfully convey complex and/or sensitive information to interested parties.
  • Conduct public meetings in what can be high stress situations.
  • Represent the department in several capacities, including as a member of planning teams or advisory committees, interpreting and discussing policy issues.
  • Engender trust and build relationships with staff and decision-makers in various agencies.
  • Develop extensive expertise in planning, long-standing issues, federal and state regulatory frameworks, policies and land management authorities.
  • Negotiate frequently with parties that may not share the Department's perspective.
