About The Position

The National Programs Manager provides leadership and oversight for a government-funded national program, ensuring alignment with program objectives, contribution agreements, and organizational standards. The position supports program direction, policy development, and consistent program delivery across multiple YMCA associations while providing guidance to teams and stakeholders. The National Programs Manager builds and maintains effective relationships with government representatives, community partners, and other key stakeholders to support program outcomes. Through collaboration with internal teams and external partners, the role contributes to the successful implementation and continuous improvement of programs that serve communities across Canada.

Requirements

  • Post-secondary education in Career Planning, Business, Human Resources Management, Social Services, Sales and Marketing, or related fields, or equivalent experience.
  • 3 years of experience in program development and staff management, including experience managing program budgets.
  • Demonstrated experience in engaging diverse community stakeholders.
  • Proven track record of managing programs with teens and young adults to reduce harm and build assets.
  • Experience in planning and delivering training programs to multiple staff teams.
  • Knowledge of employment and community services and related legislation.
  • Knowledge of legislation pertaining to human resources management.
  • Excellent financial management skills.
  • Well-developed interpersonal and relationship-building skills, with the ability to establish rapport and communicate effectively with participants, staff, and volunteers.
  • Excellent written communication skills.
  • Excellent planning and organizational skills.
  • Demonstrated ability to successfully lead teams.
  • Ability to travel throughout Canada.
  • Excellent understanding of diversity, equity, inclusion and belonging including the ability to identify and address barriers, work effectively with diverse stakeholders, and integrate equity into program design.

Responsibilities

  • Develop and strengthen local and national partnerships to support program objectives and long-term sustainability.
  • Ensure compliance with all terms of government contribution agreements and contracts, including national and provincial targets, expenditure of contribution funds, and financial and statistical reporting.
  • Meet with funders to review program results under contribution agreements, ensuring all required statistical and year-end reports are completed and submitted on time.
  • Support partner YMCA associations in meeting all fiscal and participant targets established by the YMCA of Greater Toronto and contribution agreements and contracts.
  • Monitor national promotions and communication plans to ensure marketing and outreach initiatives achieve national and provincial targets, including national participant targets.
  • Oversee and establish national standards for staff training before program launch, ensuring comprehensive knowledge of expected program outcomes, practices, and processes, including developing training guides and supporting regional office training for front-line staff.
  • Guide, motivate, and inspire staff across national program locations through performance management, professional development, and training to achieve desired outcomes while ensuring programs are delivered safely and responsibly.
  • Design and implement program innovations and maintain program and staff manuals to support effective, high-quality program delivery.
  • Maintain financial systems and financial reports in accordance with YMCA policies and procedures.
  • Monitor and manage program budgets to ensure accurate spending and compliance with the financial obligations outlined in contribution agreements.
  • Approve monthly financial reports, cash flow statements, and reconciliations within established timelines, ensuring invoices, expense forms, and statistical reports are submitted by regional offices.
  • Monitor and support program delivery through site visits, providing guidance to program staff, resolving challenges, identifying opportunities for improvement, and travelling to major program locations as required.
  • Troubleshoot and resolve program issues as they arise, keeping the Senior General Manager informed of significant developments.
  • Perform other duties as assigned.
