Requirements

  • Diploma in law enforcement or police studies from a recognized community college or equivalent, together with one-year full-time experience as an MLEO, or one year full-time municipal parking enforcement experience, or one year full-time experience designated as a Provincial Offences Officer with experience in issuing Provincial Offences Act documents, or two years security work experience in an interactive environment; OR Secondary school graduation, together with five years security work experience in an interactive environment; OR Secondary school graduation with three years full-time experience as a Municipal Parking Enforcement Officer, Municipal Law Enforcement Officer, or Provincial Offenses Officer with experience in issuing Provincial Offences Act documents.
  • Valid Ontario Security Officers Licence as described in the Private Security and Investigative Services Act, 2005, S.O. 2005, c. 3

Responsibilities

  • Participate in proactive patrols and targeted security and safety initiatives.
  • Maintain a visible presence in the community, responding to alarms, complaints, and calls for service that do not warrant police intervention, in a timely and professional manner.
  • Conduct proactive foot patrols, mobile security patrols, and stationary assignments of designated municipal facilities, properties, and assets, with intent to prevent and respond to any security and safety matters, with a focus on City Hall, transit terminals, onboard transit, arenas, parklands, community facilities, and other municipal assets as directed.
  • Monitor city owned properties, facilities, and assets for trespassers, vandalism, by-law offences and safety hazards. Investigate suspicious personnel, vehicles and activity, removing and preventing unauthorized activity and persons.
  • Issue By-law Notifications and/or Certificate of Offences for violations of municipal by-laws, and/or Trespass Cautions and Notices pursuant to the Trespass to Property Act.
  • Provide safety and security support to staff and the general public while conducting patrols onboard city transit buses, and within transit terminals.
  • Collaborate with Encampment and Social Services staff by patrolling and engaging with residents occupying encampments on parkland, the temporary shelter village, and at other municipal properties, connecting them with appropriate community support as needed.
  • Exercise the power of arrest and detention when appropriate and required, with a focus on de-escalation and compliance, following prescribed policies, procedures, and the Criminal Code of Canada.
