About The Position

Under general direction of the City Manager and the Municipal Judge, the Municipal Court Manager/Clerk of the Court organizes, coordinates, directs, and plans for the activities of the Municipal Court including dockets, processing of citations, warrants issued, record keeping and reporting as well as administer and supervise the day-to-day operations of the Benbrook Municipal Court.

Requirements

  • High school diploma required.
  • Minimum of five (5) years of Municipal Court experience, including two (2) years of supervisory experience.
  • Notary public or must be able to obtain and maintain Notary Public Commission within sixty (60) days of employment.
  • Thorough knowledge of functions and operating details of a Municipal Court of Record, including the laws, rules, regulations, and policies governing court operations.
  • Knowledge of Code of Criminal Procedure, Penal Code, traffic laws and City Ordinances, as well as other federal, state, and local legislation that impacts the Municipal Court and its functions.
  • Communicate clearly and concisely, both verbally and in writing.
  • Ability to plan, assign, coordinate, supervise, and manage the work of subordinate employees engaged in a variety of court activities.
  • Ability to delegate authority and responsibility when needed.
  • Maintain a high level of professionalism and confidentiality.
  • Deal tactfully and courteously with a wide variety of people, analyze situations and adopt effective courses of action.
  • Ability to maintain effective working relationships with other employees, supervisors, and departments.
  • Effectively communicate court procedures and processes in a clear, concise, and comprehensive manner to attorneys, defendants, and the public.
  • Possess the ability to resolve customer complaints and concerns, with effective conflict management techniques.

Nice To Haves

  • Bachelor’s degree in Criminal Justice, Business Administration, Public Administration or related field preferred.
  • Level II Court Clerk Certification issued by TMCEC (Texas Municipal Courts Education Center) preferred.

Responsibilities

  • Manage programs and services, ensuring compliance with applicable procedures, policies, regulations, and statutes.
  • Assure Court procedures follow Court administrative orders, state and local laws, regulations, and standards.
  • Supervise and manage assigned staff.
  • Monitor quality of Municipal Court activities and verify accuracy of case records.
  • Serve as the Clerk of the Court. Administer the collection of fines, penalties, fees, and costs imposed by the Court as well as fines mandated by the State of Texas.
  • Responsible for case flow management, records management, jury management, managing budget and accounting functions, statistical analysis and projections, public relations, and personnel management, including the selection, training, evaluation and disciplining of non-judicial staff within the division.
  • Designs and execute policies and procedures to support the implementation of judicial rulings and to improve the operational effectiveness of the court.
  • Identifies, recommends, and implements business system changes required because of new legislative enactments.
  • Prepares and submits weekly, monthly and quarterly reports as required by the State of Texas.
  • Manage criminal proceedings and docketing, oversee processing deferrals, judgements, probations, and warrants.
  • Participate in the development of the annual budget; monitor budget and financial variables, revenue cycle and expenditure trends.
  • Perform all other duties as assigned.
