About The Position

Under the general direction of the Director of Finance, the Court Administrator performs duties in accordance with state law, the City Charter, and City Ordinances. The Court Administrator manages the daily operations of the court and provides support and supervision to the clerical staff. This position receives direct supervision from the Director of Finance and supervises assigned staff.

Requirements

  • Associates Degree in Criminal Justice, Business Administration or closely related field. Work experience may be considered an acceptable substitute for education requirement.
  • A minimum three to five years Municipal Court Administrator experience including supervisory experience, or increasingly responsible experience as a Deputy/Assistant Court Administrator.
  • Experience with Tyler Technologies InCode preferred.
  • Valid Texas Driver’s License required.
  • Possession of Level I Municipal Court Clerk certification required.
  • Knowledge of State of Texas court procedures, legal terminology and legal requirements for municipal court operations and court processes.
  • Knowledge of Municipal Court case flow, procedures and operations.
  • Knowledge of principles for the management of legal documents and court records.
  • Knowledge of court accounting systems, rules and standards.
  • Knowledge of record keeping and records management principles.
  • Ability to read and understand complex court rulings.
  • Ability to communicate effectively verbally and in writing.
  • Ability to supervise staff and provide leadership, delegate responsibility, and follow through.
  • Ability to interpret and apply court standards and procedures, applicable state rules and regulations, and City policies and procedures.
  • Ability to explain court procedures and processes in a clear concise and comprehensive manner.
  • Ability to assess and prioritize multiple tasks, projects and demands.
  • Ability to prepare required reports correctly.
  • Ability to work extended hours as needed.

Nice To Haves

  • Certification as a Texas Court Clerk Level II preferred.
  • Notary Public Certification preferred.

Responsibilities

  • Supervises and manages assigned staff. This includes hiring, training, mentoring, evaluating, disciplining, developing staff skills and providing a work environment conducive to self-motivation, open communication, and a team approach to productivity.
  • Supervises, develops, trains, and provides quality assurance over Deputy Court Clerk.
  • Assures Municipal Court operations and service efforts are in compliance with all laws, policies, regulations, and City goals.
  • Manages and directs operations of Municipal Court through developing long- and short-term plans, organizing, participating, and supervising work activities for court processes; identifies opportunities for improvement of the efficiency and effectiveness of service delivery methods and procedures; and allocates resources accordingly.
  • Coordinates the docket for jury and bench trials, including the setting of court calendar and assuming readiness of court, both physical and clerical, prior to Judge taking the bench.
  • Issues juror summons, drafts complaints, prepares court dockets and assists Judge and Prosecutor during Court sessions with paperwork; executes records dispositions; and updates case management system in accordance with Judge’s orders.
  • Manages the Court’s records and is responsible for providing accurate reporting of court statistics and fine and fee information to necessary agencies and management.
  • Reviews financial records of court fines collected, ensures accuracy of daily postings, tracks charges filed in court cases and the disposition of each charge; provides for the clearance of warrants.
  • Performs all post-judgement functions associated with case filings including but not limited to creating arrest warrants and bond forfeiture notices.
  • Implements and directs records management procedures, adhering to City and state guidelines for records retention and filing for all court documents and correspondence; responds to requests for information timely, consistently and accurately; ensures compliance with Texas Open Records Act and other public information laws.
  • Develops and submits all required court reports and submissions of collection cases.
