About The Position

This role serves as a teacher and leader within one or multiple school buildings, responsible for identifying, assessing, and monitoring Multilingual Learner (MLL) students in accordance with Rhode Island regulations. The goal is to ensure all MLL students have equitable access to high-quality instructional programs, including Dedicated English Language Development (ELD) and Integrated Language and Content Instruction. The position requires close collaboration with administrators, teachers, families, and community advocates to support student success.

Requirements

  • Valid Rhode Island Certification as an English as a Second Language (ESL) or Bilingual Dual Language teacher.
  • Three (3) years of successful classroom teaching experience.
  • Deep understanding of second language acquisition theories and practices, specifically aligned with the WIDA English Language Development (ELD) Standards Framework.
  • Knowledge of current trends in instructional strategies, curriculum development, and evaluation techniques for Multilingual Learners (MLLs).
  • Knowledge of the updated Rhode Island Multilingual Learner Regulations (approved April 2025), Chapter 16-54, and other federal and state regulations pertaining to the education of students with limited English proficiency.
  • Proficiency in utilizing educational technology, student information systems (such as Aspen), and data management tools for tracking student progress and compliance.
  • Compliance with the Rhode Island Right to Read Act/Science of Reading proficiency or awareness requirements as specified by RIDE for the designated role.

Responsibilities

  • Coordinates the compliant district process and procedures for identification, screening (including Home Language Surveys via Aspen), assessment, program placement, exiting, and monitoring of students eligible for MLL services.
  • Assists in and oversees the administration of required language proficiency assessments (such as the WIDA Screener and annual WIDA ACCESS / Alternate ACCESS testing), ensuring tech readiness, proper accommodations, and secure testing environments.
  • Acts as a vital resource to parents and families of children in the MLL program to facilitate high-level engagement and facilitate culturally and linguistically responsive communication regarding score reports, program placements, and school events.
  • Assists principals and building leaders in developing an effective school-home liaison network and scheduling cohesive, dedicated language instruction.
  • Facilitates the selection, implementation, development, and evaluation of high-quality MLL curricula aligned with WIDA ELD standards and the district's designated Language Instruction Educational Programs (LIEPs).
  • Serves as a collaborative resource to administrators, MLL teachers, core content teachers, and support staff regarding best practices for both Dedicated ELD and Integrated Language and Content Instruction (such as SIOP or co-teaching models).
  • Assists in representing the academic, social-emotional, and cultural needs of MLL students in school improvement, curriculum mapping, and district restructuring efforts.
  • Maintains accurate, confidential, and comprehensive student records, including managing the MLL Census and monitoring tracking.
  • Coordinates and oversees the mandatory two-year monitoring process for recently exited MLL students to ensure continued academic success.
  • Schedules and ensures appropriate language assessments are completed prior to any special education referrals, collaborating closely with the Special Education Department to support dually identified students.
  • Designs and delivers evidence-based professional development (e.g., WIDA Can-Do Descriptors, MLL regulations walkthroughs) to district staff to enhance Tier 1 instruction and support a model of shared responsibility.
  • Assumes other duties and assignments that may be made from time to time by the Assistant Superintendent.
