About The Position

The Multi-State Employment Compliance Manager is responsible for the strategic oversight and operational execution of SUU’s out-of-state employment footprint. This role ensures the University is legally registered to operate as an employer in all applicable jurisdictions and maintains strict adherence to varying state laws regarding payroll, taxation, benefits, leave and labor relations.

Requirements

  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • 3 years of experience specifically in Human Resources, compliance or payroll.
  • Proficiency with HRIS platforms (e.g., Banner, Workday) and familiarity with government forms and systems.
  • Attention to details, great communication skills, ability to work with others at all levels of the organization.

Nice To Haves

  • PHR/SPHR or SHRM-CP/SCP certification.
  • Experience in a Higher Education environment (understanding the nuances of faculty vs. staff).
  • Experience with multi-state employment.

Responsibilities

  • Identify, initiate, and maintain business and tax registrations in every state where SUU employees reside.
  • Coordinate with Legal and Finance departments to ensure the University is "qualified to do business" in required jurisdictions.
  • Establish and manage accounts for State Unemployment Insurance (SUI) and Workers’ Compensation in each state.
  • Act as the subject matter expert on varying state-specific regulations, including minimum wage, overtime rules, leave laws (FMLA/Paid Family Leave), and termination requirements.
  • Ensure SUU’s benefit packages (health, dental, 401k/403b) meet the specific mandates of an employee’s home state (e.g., state-mandated disability or retirement plans).
  • Partner with Payroll to ensure accurate state and local income tax (SIT/LIT) withholding and reporting.
  • Manage the distribution of digital "labor law posters" and required state-specific notices to remote employees.
  • Draft and update the Remote Work Authorization or state-specific addendums to the University Policy Manual.
  • Ensure out-of-state new hires receive state-mandated disclosures and that final paychecks comply with state-specific timing laws.
