About The Position

Under limited supervision from the Motor Carrier Services (MCS) Division Administrator, this role manages and supervises the activities of seven processing staff and a collection agent. The primary function of this team is processing IRP/IFTA transactions and titles for Nebraska Motor Carriers.

Requirements

  • Bachelor’s degree in business administration, public administration, or a related field.
  • Experience in the development of operational policies and procedures, interpreting federal and state laws, or grant writing.
  • Experience may substitute for education on a year-for-year basis.
  • Previous management experience is required.
  • Advanced skills in the use of software programs such as Word and Excel.
  • Advanced use and understanding of office technology, including the ability to troubleshoot software and hardware issues.

  • Knowledge of Departmental software programs/systems, technical processes and procedures, business processes, policies and procedures, agency rules and regulations, state statutes related to vehicle titles, interstate registration (IRP), International Fuel Tax Agreement (IFTA) administration, heavy vehicle use tax, and collection knowledge is desired.

Responsibilities

  • Manages and supervises the activities of seven processing staff and a collection agent.
  • Oversees the processing of IRP/IFTA transactions and titles for Nebraska Motor Carriers.
  • Plans, organizes, directs, and reviews the work of a large staff.
  • Develops and implements policies and procedures.
  • Analyzes the nature and scope of problems and recommends solutions.
  • Plans, assigns, and reviews the work of subordinate staff.
  • Authors and updates various manuals and website information as legislation, policies, and research require.
  • Represents the MCS Division and the DMV at local, state, regional, and national meetings as required.
