About The Position

Under the direction of the Customer Experience Supervisor, this position plans, organizes, develops and implements strategies for effectively and efficiently serving the needs of vulnerable populations within Link’s service area; conducts functional travel assessments for guests applying for LinkPlus paratransit; performs path of travel assessments for conditionally eligible Link Plus guests, leads the North Central Washington Transportation Collaborative. Coordinates with Customer Experience Supervisor to ensure Agency compliance with Americans with Disabilities Act (ADA) regulations and acts as the Agency representative for ADA service eligibility and related issues. Oversees the Agency’s participation in the development of the Human Services Transportation Planning activities.

Requirements

  • Two years of college-level course work in public relations, education or related field, and two years of experience in a position involving community relations, marketing, training or education.
  • Knowledge of ADA regulations and legal requirements related to public transportation services.
  • Knowledge of principles and practices of fixed route and paratransit services.
  • Knowledge of various physical and mental disabilities and diseases and the associated limitations of affected individuals.
  • Knowledge of living skills training concepts.
  • Knowledge of transportation issues and resources available to individuals with disabilities.
  • Knowledge of basic principles and practices of rehabilitation and vocational training.
  • Knowledge of basic principles of community relations and marketing.
  • Knowledge of oral and written communication skills.
  • Knowledge of public speaking techniques used in presentations to a variety of groups within the community.
  • Knowledge of training techniques used in providing information to adults and children.
  • Knowledge of modern office practices, procedures and equipment.
  • Knowledge of recordkeeping methods.
  • Knowledge of customer service and interpersonal skills including tact, patience and courtesy.
  • Ability to plan, organize, coordinate and implement outreach programs and activities in the community.
  • Ability to provide specialized information to Agency staff and the public.
  • Ability to apply, interpret and explain complex regulations, guidelines and legal requirements.
  • Ability to relate effectively to individuals with a broad variety of physical and mental disabilities.
  • Ability to establish and maintain cooperative and effective working relationships with Agency personnel, service providers, senior centers and others in the communities served by the Agency.
  • Ability to communicate effectively both orally and in writing.
  • Ability to make oral presentations to senior citizens, individuals with disabilities, and others.
  • Ability to assist with special Link projects and promotional activities.

Responsibilities

  • Understand the unique transportation challenges faced by persons with disabilities, older adults, Veterans, transitioning youth, low-income individuals and other vulnerable populations.
  • Develop strategies to understand unmet needs and design of programs to meet those needs, in conjunction with other Link Planning, Marketing, Outreach, and Guest Services staff.
  • Conducts functional travel assessments for guests applying for LinkPlus paratransit
  • Performs path of travel assessments for conditionally eligible Link Plus guests
  • Leads the North Central Washington Transportation Collaborative.
  • Staffs the guest service desk as assigned.
  • Maintain local, state and national relationships with primary mobility leaders and transportation providers.
  • Develop and coordinate transportation strategies for vulnerable populations by maintaining contact with service providers verifying progress on training, troubleshooting challenges and overseeing modifications/solutions.
  • Coordinate among entities such as residential, nursing homes, schools, employment providers, families and guardians. This coordination of services is designed to enhance the effective utilization of Link Transit services and to resolve issues faced by our riders.
  • Develop and coordinate Link Transit’s participation in the Human Services Coordinated Transportation planning process.
  • Lead monitoring and oversight of the TRIP-Link volunteer driver program contract and assist in writing quarterly grant status reports to WSDOT as applicable.
  • Develop contacts with local and state service providers and agencies serving vulnerable populations.
  • Make public presentations at a variety of locations in the community and throughout the state; promote Agency services to vulnerable populations, service providers and the general public.
  • Prepare quarterly mobility management reports for 5310 grant requirements.
  • Serve as liaison between Link Transit and social service providers, as well as the contact for Link Transit employees who interact with program participants.
  • Propose and implement approved suggestions for improving accessibility of services and information on fixed-route and LinkPlus services in response to service provider and guest requests, travel training obstacles, as well as conditional LinkPlus service obstacles.
  • Coordinate and support Planning staff regarding fixed-route access to transit functions such as bus stop accessibility.
  • Maintain current knowledge of ADA regulations and enforcement guidelines that pertain to the Agency and transit services and serve as Agency lead in the ADA appeals process.
  • In conjunction with Planning staff, review and recommend potential deviations and changes or additions to current service levels that address the needs of the developmentally disabled and other special needs or vulnerable populations.
  • Provide route and schedule information to Link guests and other community members regarding fixed route, demand transportation and ridesharing services.
  • Advocate for an accessible and inclusive community in all situations.
  • Establish and maintain accurate files and record keeping systems to track or monitor mobility activities and operations.
  • Participate in various community meetings, including meetings with Developmental Disabilities service providers related to transportation or the needs of vulnerable populations to ensure ongoing communication between parties on an as needed basis.
  • Operate office equipment including computers, postage machine and copier.
  • Assist with special Link projects and promotional events as requested; plan and implement displays.
