The Military Operations Analyst 2 is a key member of the Fleet Requirements Analysis Team within HII Mission Technologies Division, supporting Modeling & Simulation (M&S) initiatives fundamental to the Navy Training Baseline (NTB) and Navy Continuous Training Environment (NCTE). This role analyzes and provides recommendations on military command, control, communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. The analyst coordinates with user community representatives throughout all phases of development, clarifying requirements and evaluating alternatives. The position supports US Fleet Forces Command (USFF), numbered fleets, Navy Systems Commands, Combatant Commanders, and Warfare Centers of Excellence, via the development of training curriculum and processes for publishing and sustaining releasable versions of NTB simulation software and documentation.

Requirements

  • 2 years relevant experience with Bachelors in related field; 0 years experience with Masters in related field; or High School Diploma or equivalent and 6 years relevant experience.
  • Must be a U.S. citizen and able to obtain and maintain a Secret security clearance
  • Work experience may be adapted for candidates with uniquely specialized knowledge.
  • On-site support required.
  • Daily interaction with customers and other SMEs.
  • Proficiency with Microsoft Office tools.
  • Military domain experience required.
  • Strong written and verbal communication skills.
  • Operational knowledge of Naval C4I/Link systems required.
  • Recent US Navy Surface Warfare (Combat Systems) experience required.

Nice To Haves

  • JSAF operational experience preferred.
  • Modeling & Simulation development experience preferred.

Responsibilities

  • Translate prioritized requirements from the NSWC M&S Development Lead into detailed technical documentation and simulation requirements.
  • Develop and document Measures of Performance (MOPs) and Measures of Effectiveness (MOEs).
  • Conduct simulation model knowledge acquisition (KA) and coordinate with other SMEs and software developers to assess fleet warfare capabilities.
  • Support integration and development of JSAF and other Navy, Joint, Service, and Agency training systems into NCTE.
  • Review and monitor capability requirements from US Navy and Joint training commands.
  • Assess US, threat, and coalition technologies to ensure accurate joint and coalition interoperability.
  • Assist in developing distributed training architecture and integrating LVC assets.
  • Lead research and development projects as required.
  • Provide instruction and training support when needed.
