About The Position

The Midstream Regulatory Compliance Specialist III is a member of the Environmental, Health, Safety and Regulatory (EHSR) department and will be responsible to champion and deliver top tier regulatory performance for our midstream assets. The Midstream Regulatory Compliance Specialist III is accountable to foster health and safety related workflows and provide guidance and support to the operations, field teams, engineering and others focusing on personal and process safety performance alike while ensuring all pipeline systems operated by the company comply with federal, state, and local regulatory requirements, particularly those enforced by PHMSA (Pipeline and Hazardous Materials Safety Administration) and applicable state agencies. This role is a seasoned professional who applies advanced job knowledge to achieve operational goals. Works independently with limited supervision. May manage projects and processes to improve efficiencies. May coach and review the work of junior employees. Problems faced are typically difficult and sometimes complex. Demonstrates integrity, accountability and transparency; upholds BKV standards, values and culture.

Requirements

  • Understanding of natural gas industry standards, market trends, emerging issues and regulatory requirements.
  • Fluent in DOT regulations for compliance with CFR Title 49 Parts 192 & 195.
  • Familiar with Texas Admin Codes Chapter 8 and 18.
  • Knowledge of the Operator Qualification (OQ) program compliance with job task.
  • Working knowledge of OSHA, TRRC, TCEQ, and DOT regulations and API standards.
  • Excellent written and verbal communication skills.
  • Proficient in technical writing, presentations, and training.
  • Advanced proficiency in Microsoft Office and ability to run advanced reports.
  • Uses understanding of digital concepts to create basic digital tools.

  • 2-10 years of experience in occupational health, safety, environmental and DOT/pipeline management; oil and gas upstream and/or midstream experience preferred.

Responsibilities

  • Monitor and initiate programs and procedures to maintain the Company’s compliance with state and federal pipelines safety codes (i.e., CFR Title 49 safety standards and D&A program, DOT safety standards, Texas Railroad Commission T-4 permitting and compliance, etc.), as well as internal operations, maintenance, construction and code related customer service standards, policies and practices.
  • Act as Company liaison and communicate directly with state and federal pipeline safety agencies concerning compliance issues, including monitoring, coordinating and responding directly to formal and informal data requests and general inquiries quickly and effectively.
  • Oversee and assist with the coordination and preparation of written responses to state and federal agencies in regard to notices, audit findings, probable violations, and recommendations targeting Company standards, policies, procedures, training programs, employee qualifications, etc.
  • Draft and coordinate written correspondence to federal and state agencies for interpretations and waivers from existing code requirements.
  • Direct, assist and interact with other departments and entities in the development or revision of Company standards, policies and procedures as they relate to pipeline safety regulations or other code related activities.
  • Coordinate public awareness program.
  • Prepare and submit required reporting to PHMSA, TRRC, etc.
  • Conduct internal compliance audits of operations, maintenance, construction, technical services, engineering and other code related activities at the division/district level to ensure compliance with Company policies and procedures, determining level of compliance of each operating area based upon audit results.
  • Monitor regulatory updates and implement required operational or procedural changes.
  • Serve as an information source for compliance questions, code interpretations and data compilation for code related activities, such as spreadsheets and graphs.
  • Provide technical assistance and training to Company personnel on code related activities when necessary.
  • Review BKV’s DOT D&A program and approve contractors’ D&A programs for compliance with CFR Title 49 Parts 199 and 40 and Company requirements.
  • Provide compliance and industry representation in state legislation matters involving damage prevention statues and regulations.
  • Testify as needed before a state commission in code related actions against the corporation.
  • Lead and facilitate State, Federal Agency and internal Pipeline Safety inspections covering Operation and Maintenance, Construction and supporting programs as well as critical infrastructure inspections.
  • Works with GIS to update corporate GIS database to ensure updates are captured for reporting purposes.
  • Facilitate critical infrastructure planning, compliance and reporting.
  • Coordinate and facilitate emergency response drills.
  • Develop and support maintenance of compliance tracking systems and reporting tools.
  • Support or lead incident investigations involving pipelines.
  • Ensure regulatory reporting requirements are met for incidents and releases.
