About The Position

GCI's Senior Manager, Construction Management & Engineering (Outside Plant – OSP) wll provide strategic leadership and operational oversight for the organization’s Outside Plant infrastructure programs, including OSP Design Engineering, Construction Management, and Fiber Implementation & Splicing teams. This role is responsible for the planning, design, construction, and delivery of telecommunications infrastructure supporting fiber optic and Hybrid Fiber-Coaxial (HFC) networks. The position ensures that all projects are executed in accordance with company standards, regulatory requirements, approved budgets, and project schedules. The Senior Manager serves as the primary OSP design and construction authority throughout the full project lifecycle, providing leadership from concept development and network design through field construction, testing, and final handoff to Operations. This role works closely with engineering, operations, contractors, and executive leadership to ensure scalable, reliable, and high-quality network infrastructure delivery.

Requirements

  • High School diploma or equivalent.
  • Bachelor’s degree in Construction Management, Engineering, Business, Telecommunications, or a related field.
  • Minimum of ten (10) years of progressive experience in telecommunications Outside Plant (OSP) operations, construction management, engineering, project management, or related fields.  Extensive hands-on experience with fiber optics and HFC plant technologies.
  • Including a minimum of three (3) years of demonstrated experience managing construction, engineering, and technical teams simultaneously in a supervisory or management position

  • Fiber Optic Infrastructure: Experience with single-mode and multi-mode fiber systems FTTH / FTTB network deployments Optical splicing and testing methodologies
  • HFC Network Infrastructure: Coaxial distribution systems Amplifier cascades and node segmentation Signal performance optimization
  • Engineering & Construction Management: Network architecture and capacity planning Project planning, contractor oversight, and construction scheduling Technical specification development and infrastructure deployment
  • Proficient computer skills and MS Office knowledge (e.g., Outlook, Teams, Word, Excel) to complete job duties effectively.
  • This position requires driving a company-owned vehicle, company provided vehicle, or a personal vehicle on behalf of the company. Must possess and maintain a valid driver’s license, proof of insurance, a satisfactory driving record, and successfully complete Defensive Driving course.

  • Facilitate training on quality control procedures, safety practices, and regulatory compliance.
  • Analyze inspection and audit results to identify trends and drive continuous improvement.
  • Provide leadership oversight for three functional teams: OSP Design Engineering OSP Construction Management Statewide Implementations / Fiber Implementation & Splicing
  • Mentor managers and technical leaders in construction management, engineering practices, and leadership development.
  • Promote professional development through training, certifications, and technical skill advancement.
  • Conduct performance evaluations and provide constructive feedback to support employee growth and organizational effectiveness.
